The Care Framework Aims to Strengthen the Care Economy and Increase Female Labor Force Participation Rate

(Kuching, 10th) The Malaysian government is incorporating care work into the formal economic system and promoting it as a recognized economic sector, a move regarded as a significant turning point for increasing female labor force participation. This initiative will be implemented through the Malaysia Care 2026–2030 Framework.
Minister of Women, Family, and Community Development, Dato Sri Nancy Shukri, emphasized that this measure represents a major shift in the nation’s values toward child and elderly care.
She stressed that the goal of the Malaysia Care 2026–2030 Framework is to establish a comprehensive care ecosystem, including training professional caregivers, expanding the accessibility of childcare and eldercare services, and encouraging employers to set up childcare facilities in workplaces.
Nancy added that improving access to care services will help more women return to the workforce, especially mothers who left their jobs to take care of their families.
“For a long time, care work has been regarded as unpaid family labor, yet its importance to society and the economy cannot be overlooked. We hope care work will be recognized as a profession that requires specialized skills and dignity, and that it becomes a part of economic contribution.”
Speaking at the Sarawak Media Night yesterday evening (November 9), she stated: “When caregivers receive training and support, not only do families benefit, but so does social productivity.”
“We are building an ecosystem that sees care as a shared responsibility. The results we seek are clear: to support families, empower women, and ensure care work receives the recognition it deserves.”
