Amid a recent series of shooting incidents in Thailand and growing public attention to gun control, a celebration for the 134th anniversary of village and subdistrict heads was recently held on Koh Phangan and Koh Tao in Surat Thani Province, where five long hunting rifles were raffled as prizes—sparking heated debate in society.

According to Thai media reports, the event was held on the 10th of this month at the district government office plaza, jointly organized by the village and subdistrict heads of Koh Phangan and Koh Tao and presided over by the district chief of Koh Phangan. Local administrative officials, police officers, local politicians, and representatives of civil society organizations attended.

In addition to a banquet and musical performances, a prize raffle was also held at the event, which included five long hunting rifles—four awarded to Koh Tao and one to Koh Phangan.

Songchai, a member of Surat Thani provincial administration, confirmed in a television interview that the raffle of hunting rifles at the celebration was true, and stated that similar activities have been held for about 3 to 4 consecutive years.
He stated that there were a total of five sponsors this year, and he himself was one of them, contributing about 20,000 baht to sponsor a hunting rifle.

Songchai explained that giving away rifles as prizes is mainly to encourage local administrative staff and to help improve their operational equipment, as some staff face issues with inadequate firearms.

However, due to recent government tightening of gun policies following successive shooting incidents, the organizers will also need to discuss with the Koh Phangan district chief whether to continue offering rifles as prizes, or to switch to other prizes.

On the other hand, Bantai Town mayor Chailong said that local administrative workers earn around 17,000 to 18,000 baht per month, and buying firearms on their own would be a financial burden. Therefore, the organizers decided to use a raffle to help staff obtain the equipment needed for duty.

He pointed out that winners do not receive the rifles directly, but must apply for a gun purchase license according to regulations. Once the license is approved, the sponsor will provide the funds required for the firearm purchase.

However, since local administrative agencies have currently suspended the issuance of gun permits, whether the purchase procedure can ultimately be completed will be at the discretion of the district chief as the head of the issuing agency.

If the firearm license cannot ultimately be obtained, the organizers stated they are willing to substitute other prizes and comply with the government’s current firearms control policies.

Previously, on August 7, there was a serious school shooting in Nonthaburi Province, Thailand. A 14-year-old student allegedly opened fire at home and at school, causing multiple deaths and injuries. The incident shocked Thai society and further raised outside concerns about the country’s gun acquisition and management system.
