Brunei Parliamentary Debate on Vision 2035: Minister Calls for Uniting National Strength to Realize Country’s Vision

(Bandar Seri Begawan, 8th) The debate on Brunei Vision 2035 in parliament fully demonstrated a sense of collective responsibility and concern for the nation’s future, with all members of parliament actively participating and proposing many constructive suggestions.

In his summation, Minister at the Prime Minister’s Office and Second Minister of Defence, Dato Halbi Major General, stated that the debate not only focused on policy level, but also embodied a consultative meeting full of reflection and unity.

“The various suggestions and key points reflect the collective determination from all levels to ensure that Vision 2035 can be implemented in an inclusive and sustainable manner, rather than remaining a policy aspiration,” he said.

He pointed out that the debate covered a number of strategic topics, including enhancing governance efficiency and transparency, cross-agency policy coordination, human resource readiness, strengthening family and social institutions, as well as people-centered and equitable development.

National security and stability, principled diplomatic relations, and the move toward a competitive and robust economic transformation were also focal points.

He emphasized that to realize Vision 2035, the three major blueprints—Human Resources Blueprint, Social Blueprint, and Economic Blueprint—must be advanced in tandem, as they complement each other to drive the nation’s overall development.

“A ‘whole of government’ and ‘whole of society’ approach is no longer a choice, but an urgent need to ensure policy implementation and benefit for the people and the nation,” he said.

He also quoted His Majesty the Sultan’s guidance in the 2025 New Year’s address, underscoring that unity is the key to national development: “So long as the people are united, live in harmony, respect and cooperate with one another, and base it all on firm religious faith, any challenge can be smoothly overcome.”

He pointed out that consolidating national unity and religious faith is at the core of ensuring the country’s stability and sovereignty. Values such as social harmony, mutual respect, and inter-community cooperation must continue to be strengthened.

He called for the success of Vision 2035 to rely on active participation from all parties, including the government, private sector, non-governmental organizations, civil society, youth, women, and entrepreneurs; everyone should be aware of their role in national development.

“This is not just a policy document, but a shared aspiration for the country—to build Brunei into a knowledgeable, competitive nation with a strong sense of national identity,” he reiterated.

He urged all citizens not only to be beneficiaries of the Vision’s outcomes, but also to be promoters and implementers, ensuring comprehensive and inclusive realization of the national vision.
