(Sibu, 14th) — The Sibu Municipal Council has announced an extension of the transitional period for the implementation of the smart parking system. From July 1st to December 31st, all overtime parking notices will enjoy a 50% discount.
Earlier, the Sibu Municipal Council had implemented the first phase of the transition from the parking coupon system to the digital parking system from January to the end of June this year.
During the promotional period, the fine for each overtime parking notice will be reduced from the original RM1 to 50 sen.
Sarawak Deputy Minister for Public Health, Housing, and Local Government, Dato Dr. Penguang Manggil, stated during a press conference on Monday (July 13th) that for members of the public who have already paid the RM1 fine, the 50 sen discount amount will be automatically refunded to their SMC Cares app e-wallet account.
He said that to facilitate senior citizens in using the smart parking system, those aged 60 and above can have their vehicles registered under their children's SMC Cares app account.
"In order to ease seniors' concerns about the new system, they can either register their license plate number online or visit the parking management office at Jalan Wong Nai Siong in person to register the vehicle to their children's SMC Cares account.
"Once registration is complete, they can park as usual without taking any more steps, and the parking fee will be automatically deducted from their children's account. This convenience is limited to one car only."
In addition, he stated that the council expects to launch a monthly parking pass for seniors costing RM40 per month, available for purchase from August onwards.
For vehicle owners who received a RM10 parking violation notice for failing to pay parking fees, he said the council will accept exemption requests from the public, but will review them on a case-by-case basis.
He noted that if the violation was due to malfunction of the mobile app or unstable network connection, the council will consider approving the exemption.
Regarding the RM150 illegal parking fine, Penguang Manggil stated that the council enforces this under the powers granted by the Road Transport Act 1987 and Regulation 3(4) of the Parking Provision By-Laws.
He said that the decision to extend the smart parking system transition period was made upon instruction from the Sarawak Minister for Public Health, Housing, and Local Government, Datuk Amar Dr. Sim Kui Hian.
"We have received a lot of feedback and suggestions from the public, and some elected representatives have also voiced their opinions.
"Last week, the Deputy Premier attended the 'Sarawakku Sayang' event and had a discussion with the Sibu Municipal Council chairman.
"After reviewing the related issues and challenges, he instructed the council to further optimize certain functions of the new system to ensure greater convenience for the public."
He said that during the extended transition period, the council will provide various support measures to help the public adapt to the smart parking system as soon as possible.
Additionally, the council will produce tutorial videos to guide the public on how to use the system; parking attendants will also be on-site at all times to provide assistance and help resolve any issues people may encounter with the app.
