Foreign media reported on the 21st, citing Bloomberg, that multiple European countries are working with Ukraine to develop a 12-point proposal aimed at prompting Russia to halt hostilities along the current front line.

Citing informed sources, the report stated that the implementation of this proposal would be overseen by a peace committee led by US President Trump.

The Russian government has long demanded that Ukraine agree to cede more territory before any ceasefire, while on the 21st European leaders called on Washington to firmly demand an immediate ceasefire and to use the current front line as the basis for future negotiations.

According to the report, under the plan, once Russia and Ukraine agree to a ceasefire and pledge to halt further advances at the front, all forcibly transferred Ukrainian children will be returned to Ukraine, both sides will undertake prisoner exchanges, and Ukraine will receive security guarantees, reconstruction funds, and a fast track to joining the EU.

The report noted that both sides would begin negotiations over the governance of occupied areas, but Europe and Ukraine would not legally recognize any occupied territory as belonging to Russia.

Bloomberg also said that sanctions against Russia would be gradually lifted, but the estimated US$300 billion (RM1.26 trillion) in frozen Russian central bank assets would only be returned to Russia if Moscow agreed to provide funding for Ukraine’s post-war reconstruction. If Russia attacks Ukraine again, related restrictions would be reimposed.

Foreign media noted that the content of Bloomberg’s report could not be immediately verified; the European Union has also not yet responded to the media’s request for comment.
