(Miri, 19th) Miri Member of Parliament Chiew Choon Man stated that in the Parliament he urged the Minister of Education to pay attention to and resolve the issues of ailing projects in Miri, namely the construction projects of SK Syed Othman, SMK Tudan, and Miri Vocational College building.
He said that according to information from the Malaysian Ministry of Education, the rebuilding project of SK Syed Othman was approved under the 2019 Eleventh Malaysia Plan (RMKe-11) Fourth Rolling Plan (RP4), with the Ministry of Education approving an expenditure of 8 million ringgit for the construction of 8 classrooms, an administration building, a science room, and other standard facilities, as well as standard furniture and equipment. The construction work at the site began on September 17, 2020, and the project's original completion date was April 5, 2023. The delay was due to planning and financial issues with the contractor. The contractor has been granted an extension of time (EOT) for 249 days, and the Sarawak Public Works Department has issued 5 warning notices to the contractor.
“Subsequently, a notice of termination of contractor work was issued on October 30, 2023, with the physical progress at the site at 76.70%. Upon reviewing the remaining works on-site, it was found that the project cost increased by 6 million ringgit over the approved cost. The Sarawak Public Works Department is finalizing the actual cost of the project to submit a notification of change (NOC) for cost increase to the Ministry of Economy. The project is expected to be retendered in August 2024.”
He said the construction project for SMK Tudan was approved under the Tenth Malaysia Plan (RMKe-10) Fourth Rolling Plan (RP4), with a construction cost of 48.2 million ringgit. The project scope involves the construction of 36 classrooms (administrative and academic buildings) and other related facilities, such as laboratories and workshops, a canteen, a multipurpose hall, and a prayer hall.
“The project began in 2016 and was expected to be completed in 2018. However, it has been classified as an ailing project, and a termination notice (NP) was issued to the contractor on October 18, 2022. The Ministry of Education will then take measures to resume the remaining works abandoned by the previous contractor through a designated completion contractor. The project is expected to be retendered in August 2024 and is anticipated to be completed in early 2026 after the Ministry of Economy approves the cost increase.”
He also mentioned that regarding the plan to upgrade the vocational school in Miri into Miri Vocational College, this involves the construction of a welding process plant, an automotive process plant, a wiring plant, and an electrical and electronic tourism plant, demolition, and upgrading of existing blocks, along with related external works. The current contract cost is 8.65 million ringgit. The current completion date is May 23, 2023, and the contractor is currently within the penalty period for non-completion (LAD) to finish the remaining works. As of May 25, 2024, the actual project progress is 81.14%, while the progress according to the second recovery plan is 85.08%. The delay in completion is due to the continuous shortage of workers. If there are issues with work continuity, the contractor must continue the remaining work left by the original subcontractor, which needs to be resolved to significantly improve site work progress.
Chiew Choon Man will also write to the Minister of Education to reiterate these issues specifically.
