Traveling to Thailand: Do Not Check In Valuables — New Regulation Allowing Luggage Inspection Without Passenger Presence Effective October 16

The Civil Aviation Authority of Thailand (CAAT) has announced that the new “2026 Aircraft Carrier Checked Luggage Inspection Regulation,” originally issued on February 24, will be officially implemented starting October 16 this year. The core of the new regulation grants airport security personnel the authority, under certain suspicions, to directly open and inspect checked luggage without the passenger being present, in order to strengthen aviation security measures.

According to the new regulation, the airport operator bears primary responsibility for the security inspection of checked luggage. If security personnel have reasonable grounds to suspect that checked luggage contains explosives, contraband, dangerous goods, or other items prohibited for air transport, they have the right to open the luggage and inspect it, even without the passenger being present.

If the inspection confirms the presence of prohibited items in the luggage, law enforcement authorities will confiscate them in accordance with the law, and these items will not be returned. The passenger involved may also face further handling in accordance with relevant laws and regulations.

To ensure transparency and traceability during luggage inspections and to protect travelers’ rights, the new regulation sets strict procedural requirements for airport operators. All inspected luggage must be recorded on video throughout the entire process, and the airport operator must keep detailed records of each inspection and notify the affected passenger.

In addition, after completing the inspection, security personnel are required to place a standardized “Luggage Inspection Notification Slip” inside the luggage, clearly informing the passenger that their luggage was opened and inspected, along with the reason for the inspection.

To minimize delays and inconvenience caused by the security inspection process, the Civil Aviation Authority of Thailand offers three key travel tips for travelers to and transiting through Thailand:

1. Self-check in advance: Carefully review the contents of your checked luggage before departure to ensure no prohibited or dangerous items are inside;

2. Use compliant locks: It is recommended to use internationally accepted TSA-approved locks to allow security personnel to open your luggage if necessary without damaging the lock;

3. Carry valuables with you: Do not place valuables, fragile items, important documents, or critical personal belongings in checked luggage.

The Civil Aviation Authority of Thailand emphasizes that travelers should proactively check for updated lists of prohibited items and review airport security regulations before each flight to ensure smooth travel and to help maintain the overall safety of flight operations.
