On the 21st, Russian President Putin stated at a meeting of the Russian Federation Security Council’s permanent members that he had received a “new 28-point proposal” from the US regarding ending the Russia-Ukraine conflict. He said Russia is willing to engage in peace talks, but that all aspects of the proposal need to be substantively discussed.
According to China News Service, Putin said that prior to the leaders’ meeting between Russia and the United States in Anchorage, both sides had already held discussions on the Ukraine peace proposal put forward by US President Trump. During the Anchorage talks, Russia had agreed to show flexibility regarding the solution to the Ukraine issue. However, after the talks, the US seemed to stall, and he attributed this to Ukraine’s refusal to accept. He believes this is the reason for the new version, namely, the “28-point new proposal.”
Putin said that Russia had received the text through existing channels of communication with the US. “I believe it may serve as the foundation for a final peace proposal, but the US has not engaged in substantive discussions with us.”
Putin speculated that the reason may be that the US has so far been unable to obtain Ukraine’s consent to the proposal, as Ukraine and its European allies still harbor illusions about inflicting a strategic defeat on Russia on the battlefield. “Obviously, Ukraine and Europe do not understand what consequences this will ultimately entail.”
Putin stated that Russia is advancing the objectives of its special military operation through military means. At the same time, Russia is willing to engage in peace talks and resolve the issue by peaceful means, but will require substantive discussions of all details of the proposed plan. “We are prepared for this.”
