Marcos Affirms Philippine Police Reforms, Rebuilding Public Trust

(Manila, 12th) Philippine President Marcos said yesterday, while attending the 124th Police Service Anniversary at Camp Crame in Quezon City, that the Philippine National Police (PNP) is on the right track towards rebuilding public trust, with crime rates falling and new operational capabilities being implemented. However, he noted that public perception and awareness are equally important.

Marcos pointed out that data shows a decrease in nationwide crime cases from June 2024 to June 2025 compared to the previous year, but that “numbers alone cannot dispel public concerns.” He stated it is necessary to win public trust through more decisive and swift actions.

He specifically commended the PNP's 'five-minute response time' strategy. By upgrading the 911 emergency hotline, the police are now able to respond to thousands of aid requests, interventions, and rescue missions in a very short time. “Five minutes can mean the difference between safety and danger, even life and death,” he emphasized, stating that the police must always be ready to respond, rain or shine, to ensure public confidence.

Marcos also praised the PNP's use of drones and advanced technology to enhance monitoring and response precision, but stressed that technology cannot replace the physical presence of front-line officers. He warned that no matter how advanced the equipment, abuse of power by individual officers cannot be tolerated, and promised to continue investigations and hold violators accountable.

He assured the police force that the government would continue to support modernization and preparedness efforts, and congratulated officers receiving the 'Medal of Valor' and other awards, stating that their contributions to public safety, community engagement, and institutional development deserved high praise.

At the celebration, the PNP presented eight new patrol vehicles and recognized outstanding uniformed and non-uniformed personnel. Prior to the event, Marcos toured the PNP Command Center, received a briefing on the 'five-minute response time' system, and watched demonstrations of drone-assisted operations and 800 live-stream-capable body cameras. There are currently about 40 members of the 911 emergency response team stationed in the command center.
