KUCHING: The tabling of the Building (Amendment) Bill 2025 at the upcoming State Legislative Assembly (DUN) sitting is intended to enhance enforcement measures and ensure that only genuinely sustainable structures qualify as green buildings.
DUN Speaker Tan Sri Datuk Amar Mohamad Asfia Awang Nassar said the amendments are more comprehensive than they may initially appear.
“At first glance, this looks simple, to have green buildings. So, you cannot have just a building painted green to qualify it as a green building.
“The definition of a ‘green building’ means a building that is certified as a building that is certified to be environmentally responsible throughout its entire life cycle — from planning and construction to eventual demolition.
“To ensure this, a board will be established. This board will decide who is an accredited, qualified architect and engineer. Otherwise, anyone can say he is a qualified, accredited engineer or architect. So, this board will determine whether he is qualified or not,” he told a press conference after the pre-council meeting at Parti Pesaka Bumiputera Bersatu (PBB) headquarters, here today (Nov 22).
Asfia added that the board’s powers and functions include determining what constitutes a green building and overseeing the registration of qualified, accredited checkers.
The amendment will introduce two new key provisions including Clause 37 and Clause 60.
It will be presented on the first day of the DUN sitting by Deputy Premier Datuk Amar Dr Sim Kui Hian, who oversees the Ministry responsible for the legislation.
