(Bandar Seri Begawan, 27th) The 59th Senior Transport Officials Meeting (STOM) of ASEAN was held from May 21 to 23 in Yangon, Myanmar.
The Permanent Secretary of the Ministry of Transport and Communications, Mohammad Nazri, attended the meeting. Discussions revolved around the progress of plans, activities, and projects implemented by ASEAN transport working groups under the Kuala Lumpur Transport Strategic Plan (KLTSP) (2016-2025).
The meeting addressed issues crucial to the region’s transport landscape, including safety and security, sustainability, and the digitalization of the transport sector to better facilitate the movement of people and goods in the region.
The Ministry of Transport and Communications stated that Brunei's participation in the ASEAN STOM platform and its working groups has played an important role in advancing key issues, including expanding passenger and air freight connectivity by exchanging air rights within and beyond the region; capacity building; strengthening road safety measures; developing an electric vehicle (EV) roadmap; and enhancing environmental and sustainability improvements in the transport sector.
The Permanent Secretary also attended the 4th ASEAN-US Senior Transport Officials Dialogue (ASEAN-US STOD). Brunei, through the Brunei Maritime and Port Authority (MPABD), is serving as the chair of the ASEAN Maritime Transport Working Group (MTWG) for 2024-2025.
The chairman of the ASEAN Maritime Transport Working Group presided over discussions on promoting the ASEAN Single Shipping Market (ASSM) and sustainable maritime initiatives, including the approval of the draft "ASEAN Regional Strategy on Ship Waste Management," which is a transportation priority for 2025, during the 59th ASEAN Maritime Summit.
On May 21, Deputy Minister of Transport and Communications of Myanmar, Aung Kyaw Tun, chaired the 59th ASEAN Maritime Summit, with Permanent Secretary Win Khant of the Myanmar Ministry of Transport and Communications chairing the meeting as the ASEAN Maritime Transport Working Group Chairman for 2025.
The ASEAN regional strategy aims to guide ASEAN member states to reduce illegal discharges of ship waste into the Southeast Asian marine environment.
The ASEAN Transport Ministerial Meeting (STOM) also exchanged views on progress in cooperation with dialogue partners China, Japan, and South Korea, including the 4th ASEAN-US Senior Transport Officials Dialogue (ASEAN-US STOD). The dialogue discussed key issues such as utilizing artificial intelligence technology for smart mobility, environmental sustainability, and support for human resources development.
Senior officials from the Ministry of Transport and the Marine Transport Development Department of Malaysia also attended the meeting.
The outcomes of the 59th ASEAN Transport Ministerial Meeting will be further discussed at the 60th ASEAN Transport Ministerial Meeting later this year to finalize the 2025 transport annual priorities/key deliverables for the 31st ASEAN Transport Ministers Meeting's consideration.
The ASEAN Transport Ministerial Meetings are held twice a year to review and coordinate transport-related plans, activities, and projects for consideration at the year-end ASEAN Transport Ministers Meeting (ATM).
