"Volunteer Coalition" Commits to Providing Ukraine with Security Guarantees

On the 6th, leaders or representatives from member states of the Ukraine Aid "Volunteer Coalition," Ukraine, the United States, and other countries held a meeting in Paris and unanimously agreed that any peaceful resolution concerning Ukraine must be based on providing Ukraine with strong and binding security guarantees.

After the meeting, the French Presidential Palace, Élysée, issued a statement saying that all parties reaffirmed their commitment, in accordance with the principles of the UN Charter, to achieving a just and lasting peace for Ukraine, and welcomed the progress made in recent talks among the United States, Ukraine, and European partners.

The statement emphasized that Ukraine's self-defense capabilities are crucial for its future security as well as for the broader stability of the Euro-Atlantic region. Safeguarding Ukraine's sovereignty and long-term security will be an indispensable element of any peace agreement.

The statement said that once a ceasefire takes effect, the "Volunteer Coalition" is prepared to establish a set of politically and legally binding security guarantee mechanisms. These guarantees include: participating in the US-led ceasefire monitoring mechanism, supporting the Ukrainian armed forces, forming a multinational force within the framework of the "Volunteer Coalition" composed of voluntarily participating countries, and deepening long-term defense cooperation with Ukraine.

The statement announced the establishment of a "Coordination Group" in Paris, responsible for coordinating work among the "Volunteer Coalition," the United States, and Ukraine.

French President Macron, at a joint press conference with Ukrainian President Zelensky, UK Prime Minister Starmer, and German Chancellor Merz, stated that this "Volunteer Coalition" meeting "marks an important step toward achieving a firm and lasting peace."

On the same day, US presidential envoy Vitkov posted on social media that the US and the "Volunteer Coalition" unanimously believe that lasting security guarantees and strong prosperity commitments are essential for Ukraine to achieve lasting peace.

The UK and France Will Deploy Troops to Ukraine After Peace Agreement is Reached

On the 6th, UK Prime Minister Starmer stated that the UK, France, and Ukraine signed a letter of intent that day. If Russia and Ukraine reach a peace agreement, the UK and France will deploy troops to Ukraine.

In a statement released at 10 Downing Street, Starmer said the signing of the letter paves the way for the establishment of a legal framework in the future, enabling UK and French troops to operate within Ukraine, safeguard Ukrainian airspace and maritime security, and help build a modern armed force geared towards the future.

The statement pointed out that the leaders of the UK, France, and Ukraine also conducted in-depth discussions on the deployment mechanisms for the "multinational force." In addition to establishing a coordination body, after the ceasefire, the UK and France will also build "military hubs" inside Ukraine to facilitate troop deployment, and construct protected facilities for storing weapons and military equipment to support Ukraine's defense needs.

The statement said the three leaders also agreed on important next steps, including participation in US-led ceasefire monitoring and verification mechanisms, and supporting the long-term provision of military equipment to Ukraine.
