Philippine National Police Commission Pledges to Clear Backlog of Cases by Year-End

(Manila, 9th) The Philippine National Police Commission (Napolcom) stated that it aims to clear all backlog cases against offending officers by December 2025.

Napolcom Vice Chairperson and Executive Officer Rafael Vincent Calinisan revealed during a press conference at the Department of the Interior and Local Government headquarters in Quezon City on Friday that 39 new cases were added this week, bringing the number of pending cases handled by the commission to thousands.

“We must clear all cases. Our directive is to achieve zero backlog by December 2025. The pace at which Napolcom handles cases cannot slow down any further, or the public will lose trust in us,” Calinisan stated.

Although the agency is still completing its inventory of cases, Calinisan pointed out that according to standards, cases submitted to Napolcom should be concluded within 60 to 90 days.

He added that to achieve this goal, Napolcom plans to hire more lawyers, set strict deadlines, and hold lawyers accountable for delays in case handling.

“It is merely an issue of planning and discipline. The key word is 'accountability', not only for the accused but also for those handling the cases.”

Furthermore, Calinisan also called for a more rigorous review of the recruitment process of new police officers to prevent unsuitable individuals from entering the Philippine National Police (PNP) force.

“We must reassess the PNP recruitment process; there could be issues at certain points. We are particularly focused on psychological and neuropsychiatric issues.”

Calinisan reiterated that there is no place for harmful individuals within the PNP.

He also announced that Napolcom will award the “Police Executive Service Eligibility” (PESE) certificates to 209 police commissioners from various police stations and units.

According to Napolcom Resolution No. 2006-082, PESE is a necessary qualification for promotion to the third-level ranks of Police Colonel, Brigadier General, Major General, Lieutenant General, and General. This program aims to assess the analytical skills, leadership, and values of senior officers to ensure a qualified pool of candidates for PNP's top positions.
