【Two Sessions】Xi Jinping on “Broad Shoulders” and “Real Skills”: Heated Discussions Among Deputies and Members

"Leading cadres must not only have broad shoulders to take on responsibilities, but also possess real skills to accomplish things." Recently, the magazine Qiushi published an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the country, and Chairman of the Central Military Commission. In the article, Xi Jinping put forward the above requirements for leading cadres.

According to China News Service, why is it required that leading cadres have both "broad shoulders" and "real skills"? During the National Two Sessions, related topics sparked heated discussions.

Several deputies and committee members stated that this important statement not only requires leading cadres to establish a correct view of achievements and solve the issue of "daring to take responsibility"; it also requires them to enhance their performance capabilities and solve the issue of "being able to take responsibility."

"Broad shoulders" mean that leading cadres must dare to take responsibility and act.

Serving a post and benefiting the people. "Cadres must be accountable. The greater your commitment, the greater the achievements you can attain; the more responsibility you assume, the more success you will have." In many occasions, Xi Jinping has emphasized that leading cadres must dare to act and take responsibility, and that "one must live up to one's post, plan for one's duties, and fulfill one's responsibilities."

"Real skills" signify that leading cadres must be capable of taking responsibility and have the skills to get things done and to accomplish them.

During the 15th Five-Year Plan period, China’s development environment faces profound and complex changes, with strategic opportunities and risks and challenges coexisting, and growing uncertainty and unpredictability. Faced with major challenges, it is imperative to enhance the ability of leading cadres to prevent and resolve risks.

On the 5th, Xi Jinping, during the deliberation with the Jiangsu delegation at the Fourth Session of the 14th National People’s Congress, once again addressed the concept of achievements. He emphasized guiding the vast number of party members and cadres to implement the general requirements of "upholding the Party for the public good, benefiting the people, making scientific decisions, and working diligently," and to create results that can withstand the test of practice, the people, and history.

NPC deputy and Secretary of the Shaoxing Municipal Party Committee Shi Huifang said that correctly understanding the dialectical unity of "broad shoulders" and "real skills", and firmly establishing and practicing a correct view of achievements, will help to better explore new ground, fulfill duties for the people, and take responsibility through deeds.

In recent years, the sense of responsibility among leading cadres has significantly increased, but there are still "lying flat" cadres who only want the position but not the work, or only want power without wanting responsibility. There are also some cadres suffering from a "skills panic" and lack of abilities.

"If you don’t take responsibility or act, you won’t achieve anything, and you will inevitably do harm or jeopardize major events." Xi Jinping has repeatedly pointed out specific manifestations of deviation in leading cadres’ concept of achievements, and further stated that for issues such as ill-considered decision-making, acting recklessly, or leaving irresponsibly, "a responsibility system must be implemented, and accountability must be pursued for life."
