(Hanoi, 9th — Comprehensive Report) The E-commerce and Digital Economy Department under Vietnam’s Ministry of Industry and Trade pointed out that, amid the global digital economy, digital transformation and e-commerce are becoming key drivers for Vietnam to integrate into international markets, enhance competitiveness, and expand exports.
According to the “2021-2025 National E-Commerce Development Master Plan” (Decision No. 645) issued by the Prime Minister of Vietnam, e-commerce is positioned as the field to take the lead in digital technology application, aiming to modernize production systems and distribution models, improve operational efficiency, and inject new momentum for sustainable export growth.
To achieve this goal, it is necessary to establish a unified e-commerce ecosystem covering both domestic and foreign markets, connecting producers to international distribution channels. E-commerce involves a wide range of aspects such as technology, logistics, finance, policy, and international market access—none of which can be solved solely by any single enterprise or institution.
To this end, the E-commerce and Digital Economy Department is actively implementing a series of action plans, including improving the legal framework, formulating supporting policies, conducting business training, assisting small and medium-sized enterprises, building technological infrastructure, promoting cashless payments, developing smart logistics, introducing artificial intelligence applications, and strengthening cross-border e-commerce and international cooperation.
The department revealed that it will continue to introduce measures favorable to e-commerce development. One key upcoming event is the “2025 Vietnam E-commerce and Digital Technology Application Forum,” scheduled to be held in Ho Chi Minh City from September 4 to 6, as part of the “2025 Vietnam International Goods Supply Chain Matching” series of activities.
The forum is expected to become an important platform for experts, policymakers, and domestic and international e-commerce and digital technology enterprises to network and jointly explore breakthrough solutions for the development of Vietnam’s e-commerce and digital economy. The forum will focus on four major themes: cross-border e-commerce, e-commerce operations and logistics, digital technology solutions, and digital financial solutions. With the assistance of more than 60 Vietnamese trade offices worldwide, more than 300 international business delegations are expected to attend, seeking cooperation, import, and investment opportunities.
The forum will also create opportunities for Vietnamese enterprises to engage directly in trade with potential partners in cross-border e-commerce, logistics, and technology transfer. The participation of a large number of international buyers and investors will provide Vietnamese companies with opportunities to expand exports, deeply integrate into global supply chains, and collectively enhance competitiveness.

Currently, many Vietnamese companies remain at the “product listing” stage, lacking systematic setups in database development, operational management, marketing, and cross-border after-sales service.
He pointed out that small and medium-sized enterprises, when entering international e-commerce, often face challenges such as optimizing international logistics, multi-market order management, and inadequate understanding of consumer behavior in various countries; a lack of professional assessment and analysis tools also puts them at a disadvantage in competition. At present, several international e-commerce operation partners have started cooperating with the eComDX center to pilot various export models and are gradually expanding the participation range of Vietnamese companies.
