(Hanoi, 5th) In order to improve agricultural production efficiency, enhance product quality and added value, while also protecting the ecological environment, Vietnam's agricultural sector is accelerating the development of biotechnology. It aims to nurture more high-quality varieties, thus contributing to sustainable agriculture and national food security.

Resolution No. 57 (57-NQ/TƯ), issued by the Political Bureau of the Communist Party of Vietnam Central Committee on December 22, 2024, is seen as a “compass” guiding Vietnam’s agricultural science, innovation, and national digital transformation, and has also become an important policy for promoting sustainable agricultural transformation.

Applying Advanced Technology to Consolidate Agricultural Position
Currently, Vietnam’s agriculture gradually applies various scientific research results such as gene technology, tissue culture, and cell engineering, with biotechnology being particularly prominent. Through modern breeding, genetic engineering, and gene editing, new crop varieties have been successfully developed that are drought-resistant, disease-resistant, and salt-tolerant, effectively responding to environmental challenges.

With the simultaneous application of advanced technology and a focus on cultivating high-yield, high-quality varieties, Vietnam’s total crop production value in 2024 has grown by 2.2%, with export value reaching US$27.38 billion. Among them, major agricultural export items such as rice, coffee, vegetables, and rubber each maintained export levels above US$2 billion, demonstrating strong international competitiveness.

Resolution 57 provides a solid policy foundation for agricultural science and innovation as well as the application of biotechnology, helping Vietnam adapt to the global trend of agricultural technologization and market integration.

Formulating Policies and Mechanisms to Promote Scientific Innovation
The Ministry of Agriculture and Rural Development of Vietnam stated that to implement Resolution 57, it would focus on key scientific research projects, prioritize the development of biotechnology and genetic engineering, enhance the competitiveness of agricultural products, and strengthen resource conservation and value-added across the industry chain.

The Ministry will promote the transformation of scientific research results into practical technologies, support the application of biotechnology in agricultural production, and encourage technology transfer and independent mastery of biological product production technologies.

In addition, the authorities are also committed to improving the legal and regulatory framework, establishing policy mechanisms to foster the biotechnology industry, encouraging enterprises and individuals to increase investment in research and production of agricultural biotechnology. They will continue to expand cooperation with internationally experienced biotechnology and gene editing institutions to enhance local research capacity.

Export Grows Against the Trend, Accelerates Regulatory Support
Despite continued global political and economic fluctuations forecasted for 2025, with the United States’ early adjustments to tariff policies already impacting Vietnam’s export of agricultural, forestry, and aquatic products, Vietnam’s agricultural sector still achieved a total export value of about US$33.5 billion in the first half of the year, representing a 14.3% year-on-year increase.

To further support industry development, Vietnam is also establishing a transparent and flexible management mechanism, formulating approval and usage standards for gene-edited crops to align with international norms. By enhancing domestic breeding capabilities and developing indigenous genetic resources, the country is pushing agriculture towards modernization, greening, and high added value.

The whole agricultural sector also places high emphasis on cultivating scientific and technological talents and digital transformation, accelerating management system innovation, and laying a foundation for building a green, efficient, and internationally competitive agricultural system.

At this critical moment for upgrading and transforming agriculture, strengthening research and application of biotechnology has already become an important pillar for promoting sustainable agriculture, improving production efficiency, protecting natural resources, and enhancing people’s livelihoods.
