Brunei Delegation Visits UK to Deepen Green Energy Cooperation

(Bandar Seri Begawan, 7th) Brunei's Minister at the Prime Minister's Office and Second Minister of Finance and Economy, Dato Seri Setia Dr. Awang Haji Mohd Amin Liew Abdullah, recently led a delegation to London, UK, to participate in the Brunei-UK Strategic Dialogue. The focus was on exploring the Brunei Green Economy Framework (BGEF) to deepen bilateral cooperation in sustainable development and the green economy.

Meanwhile, Deputy Minister at the Prime Minister’s Office (Energy), Dato Seri Paduka Awang Haji Mohammad Azmi, also led a delegation to Aberdeen, UK, for a series of exchange activities centered on energy transition and offshore industry development.

The delegation comprised members from various key government and statutory agencies, including the Ministry of Finance and Economy, Energy Department, Brunei Petroleum Authority, Safety, Health and Environment National Authority (SHENA), Brunei Economic Development Board, and Brunei Maritime and Port Authority, as well as representatives from the oil and gas decommissioning industry, such as Anson International Sdn. Bhd.

The focus of the Aberdeen itinerary was on Brunei’s long-term energy transition priorities, including offshore energy operations, industrial decarbonisation, and responsible management during the late stages of the oil and gas asset lifecycle. The exchanges leveraged the UK’s experience as a mature offshore energy hub, covering discussions on policy considerations, regulatory approaches, industry practices, and specialised capability development.

Through several technical briefings, site visits (including a visit to Port of Aberdeen), and interactions with key UK stakeholders such as Offshore Energies UK, the National Decommissioning Centre, North Sea Transition Authority, and offshore oil environment and decommissioning regulatory agencies, the delegation gained in-depth understanding of the UK's overall approach in managing the late-stage oil and gas assets, advancing low-carbon energy transition, and developing the decommissioning sector into a well-structured, safe, and economically viable field.

These exchanges highlighted the diverse capabilities present at each stage of the oil and gas decommissioning value chain, and emphasised the importance of building a comprehensive ecosystem that encompasses industry, professional services, and talent development. The visit also allowed Brunei to share its own perspectives, identify potential areas of cooperation, and explore further collaborative opportunities to progressively strengthen national capabilities, governance frameworks, and human capital, in support of a pragmatic and orderly energy transition.

The outcomes of the Aberdeen visit will provide important references for Brunei’s ongoing efforts to strengthen institutional frameworks, enhance technical capabilities, and ensure long-term readiness of its ecosystem, in support of sustainable economic development and the overall objectives of the Brunei Green Economy Framework (BGEF).

In addition, Dato Seri Paduka Awang Haji Mohammad Azmi also participated in various activities while in London. He jointly attended related exchanges with Dato Seri Setia Dr. Awang Haji Mohd Amin Liew Abdullah, including a dialogue with the Brunei Students’ Association in London on future employment prospects and the impact of energy transition, meetings with UK Minister for Industry Chris McDonald MP, and participation in an exchange event hosted by the UK-ASEAN Business Council, where he interacted with British businesses and related stakeholders. Attendees included Naz Shah MP, the UK Trade Envoy to Indonesia and ASEAN.
