Xi Jinping pointed out that China-Kazakhstan relations have withstood the test of international changes and have always maintained high-level operation, thanks to the geographical advantage of being connected by mountains and rivers, and the historical tradition of generations of friendship. It is also an inevitable choice for the two countries to seek development together. In recent years, under our joint planning, the China-Kazakhstan community with a shared future has become more substantive and richer in content, with tangible, livelihood-enhancing results continuing to emerge, significantly enhancing the sense of gain among the peoples of both countries. China has always viewed and developed China-Kazakhstan relations from a strategic and long-term perspective and is willing to work with Kazakhstan to unswervingly consolidate China-Kazakhstan friendship and contribute more to regional and even world peace and development with the stability and positive energy of China-Kazakhstan relations.
Xi Jinping emphasized that both China and Kazakhstan are at a critical stage of their respective development and rejuvenation, and the two countries should work together to promote comprehensive cooperation. First, high-level strategic mutual trust should guide the development of bilateral relations, with both sides continuing to support each other firmly on issues concerning each other's core interests and major concerns and promoting the alignment of development strategies. In the face of changing circumstances, they should act as strong mutual support and beneficial aid in each other's development and revitalization. Second, high-quality joint construction of the "Belt and Road" should promote an upgrade in cooperation between the two countries, consolidating traditional cooperation advantages in trade, investment, energy, and advancing cross-border railway project construction and port infrastructure transformation, enhancing connectivity, and expanding cooperation in high-tech to promote green sustainable development. Third, comprehensive security cooperation should maintain the peace and tranquility of both countries, expanding law enforcement, security, and defense exchanges, jointly combating the "three forces," and deepening cooperation in emergency management and disaster prevention and reduction. Fourth, diversified cultural exchanges should solidify the foundation of friendship between China and Kazakhstan. They should successfully organize Kazakhstan's "China Tourism Year," and encourage exchanges among youth, media, think tanks, and localities.
Xi Jinping pointed out that in the face of a complex and intertwined international situation, China and Kazakhstan should firmly uphold the international system with the United Nations at its core and the international order based on international law, practice true multilateralism, and clearly safeguard the common interests of developing countries. China highly appreciates Kazakhstan's extensive preparations for the second China-Central Asia Summit and believes that this meeting will write a new chapter in China's cooperation with Central Asia. Meanwhile, as the rotating presidency of the Shanghai Cooperation Organization, China is willing to work with all member states to take this year's Tianjin summit as an opportunity to consolidate and strengthen the Shanghai Cooperation Organization and showcase new development, breakthroughs, and new atmospheres.
Tokayev expressed that China is Kazakhstan's friendly neighbor, close friend, and trusted partner. The permanent comprehensive strategic partnership between Kazakhstan and China is entering a new golden era, helping the two countries' economic and social sustainable development and benefiting both peoples, serving as a model for state-to-state relations. Kazakhstan and China have a strong political will to strengthen cooperation, consistently supporting each other on core interest issues such as sovereignty and security, unaffected by changes in the international situation. Under the wise leadership of President Xi, the cause of socialism with Chinese characteristics in the new era has achieved great accomplishments, which Kazakhstan is genuinely pleased about, and is convinced that China will continue to achieve greater development achievements. Kazakhstan is willing to deepen strategic mutual trust and comprehensive mutually beneficial cooperation with China, elevating bilateral relations to a new level.
