In response to China tightening export controls on rare earths, the Chinese Ministry of Commerce stated on Sunday (October 12) that export controls are not export bans, emphasizing that China had fully evaluated the potential effects of the measures on production and supply chains ahead of time and is confident that the relevant impact is very limited.
The Ministry of Commerce website on Sunday published a written response by a Ministry spokesperson to a journalist’s question. The spokesperson stated that China has issued export control measures regarding rare earths and related items, which is a legitimate move by the Chinese government to improve its own export control system in accordance with laws and regulations.
The spokesperson said that, at present, the global situation is turbulent, with frequent military conflicts, and China has noticed that certain rare earth-related items have important military applications. China, as a responsible major country, implements export controls on related items in accordance with the law to better maintain world peace and regional stability and to fulfill non-proliferation and other international obligations.
The spokesperson said that China’s export controls are not export bans and that applications that meet the requirements will be approved. Before these measures were announced, China had already notified relevant countries and regions through bilateral export control dialogue mechanisms. China is willing to strengthen dialogue and exchanges on export controls with all countries to better maintain global industrial chain and supply chain security and stability.
Regarding the follow-up implementation of rare earth export controls, the MOFCOM spokesperson said that the potential effects of the measures on production and supply chains had already been fully assessed, and it is believed the relevant impacts are very limited. Before launching the measures, China had informed relevant countries and regions via bilateral export control dialogues. Going forward, the Chinese government will conduct licensing reviews according to laws and regulations, approve applications that meet the requirements, and will also actively consider various facilitation measures, such as the application of general licenses and license exemptions, to effectively promote compliant trade.
The spokesperson also stated, “I want to emphasize that China’s export controls are not export bans. As long as the exports are for civilian purposes and the applications are compliant, they can be approved. Relevant companies do not need to worry. The Chinese government will, as always, join hands with other countries to resolutely safeguard world peace and regional stability, and together ensure the stability of the global industrial and supply chains.”
