The 2025 Twin Cities Forum will kick off in Shanghai on Saturday (December 27), with Taipei Deputy Mayor Lin Yi-hua representing Mayor Chiang Wan-an in leading a delegation of 120 members to attend. Lin Yi-hua said that both sides will sign two memorandums of understanding (MOUs) on cooperation in water management and vocational training exchanges this time.
According to comprehensive reports from Taiwan's Liberty Times and China Times News Network, Lin Yi-hua, during an interview at Taoyuan Airport on Saturday morning before departure, said that Mayor Chiang Wan-an will cut short his visit to Shanghai due to scheduling, and will only attend the main forum on Sunday morning (28th), with the rest of the agenda being led by her.
She introduced that the theme of this forum is "Technology Changes Life." Both sides will sign two cooperation MOUs on water management and vocational training exchanges. In sub-forums, they will exchange experiences on topics such as technology in healthcare, rail transit, and healthy aging. The delegation will also inspect Shanghai Metro's connecting lines, the concert economy, as well as projects related to water management.
Lin Yi-hua stated that although the trip is only two days, the schedule is quite full. She hopes that through such practical exchanges, the Twin Cities Forum, now in its 16th year, will continue to serve as a platform for mutual learning between Taipei and Shanghai.

She also said that this visiting delegation consists of about 120 members, including the Taipei City Council Speaker, 10 city councilors, the city government’s secretary-general and deputy secretary-general, 13 heads of bureaus and departments, and other relevant colleagues and experts and scholars. Through the main and sub-forums, they will exchange experiences on multiple municipal topics, seeking a better vision for the development of both cities and the welfare of their citizens.
