Five departments in China have jointly launched a campaign to rectify irregularities in online recruitment, in which 1,196 public accounts engaged in unauthorized employment agency activities have been penalized.
According to CCTV News on the 9th, citing China’s Ministry of Human Resources and Social Security, the current period is a peak season for job hiring and seeking. Some illegal organizations and individuals, seeking profits, have been operating as employment agencies without administrative approval and evading regulatory oversight.
Some of these illicit employment agency activities have shifted from offline to online, making use of various internet platforms. They regularly publish job postings and conduct employment introductions using public accounts, mini-programs, and other online groups.
Such recruitment activities often involve a large amount of illegal information, including employment discrimination, false recruitment, “recruitment turned training,” “training loans,” etc. Some even engage in criminal fraud disguised as recruitment, seriously disrupting the order of the human resources market and infringing upon the fair employment rights as well as personal and property rights of workers.
To address various irregularities in online recruitment, the Ministry of Human Resources and Social Security, in conjunction with the Cyberspace Administration of China, Ministry of Public Security, Ministry of Education, and State Administration for Market Regulation, have jointly launched a special campaign to rectify and regulate the human resources market order for 2025. After investigation, 1,196 public accounts engaged in unauthorized employment agency activities have been identified, and the relevant departments have taken measures such as suspending the release of recruitment information in accordance with the law.
Additionally, the authorities remind job seekers to remain vigilant, verify the qualifications of recruitment agencies, and obtain job information through official channels. If they find that their employment rights or personal and property rights have been violated, they should promptly contact the relevant authorities to file complaints and protect their rights.
