As the production of electric vehicles continues to increase and the price-cutting competition among manufacturers causes "involution" controversy, China's Ministry of Industry and Information Technology and four other departments jointly announced on the 3rd the launch of the "New Energy Vehicle Rural Promotion Activity" in 2025. They require selecting some counties with low promotion ratios of new energy vehicles but with large market potential to hold special events to promote in rural areas.
According to a report by Jiemian News, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, and the National Energy Administration jointly issued a notice on the 3rd announcing the organization of this new energy vehicle rural promotion activity.
This notice proposes to select a batch of typical county-level cities with a "low promotion ratio and large market potential" for new energy vehicles to hold several special events. It will focus on these areas as centers to spread to surrounding towns, carrying out several characteristic activities based on regional features. It aims to create a synergistic effect with pilot projects for county-level charging and swapping facility shortcomings and intelligent networked vehicle "vehicle-road-cloud integration" trials, promoting "quality resources" to tilt towards rural areas.
The notice mentions encouraging various market entities in the fields of new energy vehicle production, sales, finance, charging and swapping, and after-sales service to participate together. Supported by policies such as the trade-in program and county-level charging and swapping facility reparations, it customizes an integrated promotional plan of "purchase discounts + energy support + service guarantees," and establishes a full-cycle after-sales service network covering "car buying, using, and maintenance."
This notice states that the rural promotion activity is conducted in combination of "online + offline." The offline segment uses a county-level main venue as a hub, linking special events in surrounding towns. Online platforms build digital scenarios such as cloud sales, live-streamed recommendations, and online consultations to promote the service chain of "online ordering—offline delivery—after-sales follow-up."
