Six Pioneer Agencies in Sarawak Receive SACSES Excellence Certificate

(Kuching, 10th) Six pioneer agencies have been awarded the Sarawak Civil Service Environmental Standard (SACSES) Excellence Certificate, in recognition of their commitment to establishing a systematic, sustainable, and high-quality work culture within the Sarawak civil service.

The awarded agencies include the Sarawak Syariah Judiciary Department, Kuching North City Hall, Sarawak Natural Resources and Environment Board (NREB), Sarawak Native Court, Limbang Resident's Office, and Sarawak Transformation and Innovation Unit (STIU).

At the awards ceremony of the Sarawak Premier’s Department-level Innovation & Creative Circle (ICC) 2026 Mini Convention held last night at the Sarawak Unit for Other Religions building, the Director of the Sarawak Transformation and Innovation Unit presented the certificates to the awarded agencies, with Sarawak Deputy State Secretary (Operations) Datuk Hii Chen Kwong also in attendance.

The Sarawak Sustainable Work Environment System (SACSES) is a strategic initiative by the Sarawak state government, aimed at replacing the Public Sector Conducive Ecosystem (EKSA), in order to strengthen the systematization, sustainability, and Sarawak-specific characteristics of the work environment.

This initiative is led by the Sarawak Innovation and Innovation Department under the Sarawak State Premier’s Department (STIU), which also serves as the secretariat and official certification body for SACSES implementation in state government agencies.

Through the SACSES approach, government agencies are encouraged to cultivate high-quality working practices, including prudent resource management, environmentally friendly practices, enhanced organizational integrity, and the creation of a good and safe work environment.

In addition to emphasizing cleanliness and tidiness in offices, SACSES also stresses compliance with standard operating procedures, the use of systematic visual elements, and continuous improvement in organizational management.

Besides supporting the 'Ease of Doing Business' core objective under the Public Sector Development Strategy 2030 (PCDS 2030), SACSES also supports the Sustainable Development Goals (SDG) agenda, particularly in responsible resource management, environmental sustainability, and strengthening efficient and integrity-based public institutions.

The implementation of SACSES comprises two main components: governance structure and the cultivation of practices and culture.

The governance structure component focuses on establishing the SACSES management committee, formulating foundational documents, and systematically coordinating implementation work at the agency level.

Meanwhile, the cultivation of practices and culture emphasizes orderly work processes, adherence to standard operating procedures (SOP), the use of systematic visual elements, fostering values of integrity, and the application of sustainable development elements in workplace management.

At the same time, the STIU is also recognized as the official certification body for the Sarawak Public Service Transformation and Innovation Program, with responsibilities including formulating certification standards, carrying out audits, regular supervision, managing the certification process, and providing training and technical support to agencies.

Overall, SACSES is expected to have a positive impact on improving institutional efficiency, enhancing agency image, reducing resource wastage, and elevating service quality.
