[Two Sessions] China's 15th Five-Year Plan Period — Taiwan Affairs Office: Promote Cross-Strait Economic Cooperation

China's National People's Congress (NPC) and Chinese People's Political Consultative Conference (CPPCC) "Two Sessions" are being held in Beijing. Song Tao, director of the Taiwan Affairs Office, stated that the Taiwan Affairs Office will implement the related tasks in the "15th Five-Year Plan" (2026–2030) program outline and promote cross-strait economic cooperation as well as deepen cross-strait exchanges and cooperation.

According to a report by Central News Agency, the 4th session of the 14th NPC will review the draft of the "15th Five-Year Plan". According to the website of the Taiwan Affairs Office, on the 6th, Song Tao attended a meeting to listen to the opinions of the "NPC Taiwan Province Delegation" and conducted work exchange, making the above statement.

Song Tao said that the "15th Five-Year Plan" outline's task requirements will be implemented, "adhering to the One-China Principle and the '1992 Consensus,' resolutely cracking down on 'Taiwan independence' separatist forces, opposing external interference, and maintaining peace and stability in the Taiwan Strait."

In addition, Song Tao said the Taiwan Affairs Office will "uphold the concept of 'two sides of the Strait are one family,' advance the construction of cross-strait integration development demonstration zones with high quality, promote cross-strait economic cooperation, strengthen the Chinese nation's economy, deepen cross-strait exchanges and cooperation, and expand people-to-people exchanges."

Song Tao stated that the Office will "implement policies to ensure Taiwan compatriots enjoy equal treatment, guide Taiwan compatriots and enterprises to actively integrate into Chinese-style modernization, jointly inherit and promote Chinese culture, enhance cross-strait compatriots' emotional bonds, and make greater contributions to building a modern socialist strong country in all respects, achieving national reunification and rejuvenation of the Chinese nation."

Analysis: Beijing's tough measures against Taiwan will not decrease

On March 5, Chinese Premier Li Qiang delivered a government work report at the opening of the NPC, in which the section involving Taiwan mentioned for the first time "resolutely 'cracking down on' Taiwan independence," with the phrasing upgraded from "opposing" to "cracking down on." Analysts say this indicates that Beijing's tough measures against Taiwan will not be lacking, but at the same time, there will also be more preferential policies for Taiwan, aiming to strengthen the Taiwanese people's identification with China, while economic integration will be a key focus of the "15th Five-Year Plan."
