China's Hunan province has entered the rainy “Meiyu” season, with regions such as northwestern Hunan facing persistent heavy rainfall. On Saturday (June 21), Governor Mao Weiming visited the provincial Water Resources Department to coordinate flood prevention efforts, emphasizing strict, thorough, and detailed implementation of flood control measures to resolutely ensure the safety of the people.
According to Hunan Daily, Mao Weiming visited the provincial Water Resources Department on Saturday morning to assess the current flood control situation and to direct and coordinate current efforts. He stressed the need to maintain a bottom-line mindset and worst-case-scenario thinking, to strictly, thoroughly, and meticulously implement all flood control measures, firmly hold the safety line for passing the flood season, and resolutely ensure the safety of the people's lives.
Mao Weiming called on all levels and departments to remain highly vigilant regarding recent flood control work, to closely monitor the interrelation of future hydrological, flood, and disaster situations, to closely focus on the relation between flood control, drought resistance, and power generation over time and space, and to pay close attention to the compounded risks posed by key time periods, key river basins, and key locations, making every effort to proactively handle flood prevention and preparedness.
He specified the need to achieve "Five Reinforcements": reinforcement of monitoring and early warning, reinforcement of engineering defenses, reinforcement of focus area protection, reinforcement of emergency rescue, and reinforcement of responsibility implementation. Mao Weiming stated that hidden dangers must be actively identified and rectified, and inspections and corrections should continue throughout the flood season.
According to China News Service and Xinhua News Agency, since last Tuesday night (June 17), heavy rainfall has occurred from eastern parts of southwestern China to the Jianghan, Jianghuai, and Huanghuai regions. During an online media briefing on heavy rainfall held by the China Meteorological Administration on Friday (June 20), it was reported that this round of heavy rainfall covers a wide area and is marked by certain extreme features. In Guizhou, Hubei, Hunan, Henan, Anhui, and other provinces, eight national meteorological stations have recorded the highest daily rainfall in June, and two stations broke their historical records.
Since last Wednesday (June 18), Hunan has entered the rainy “Meiyu” season, with northwestern Hunan experiencing sustained heavy rainfall, and many localities have seen hourly or daily rainfall breaking local historical records.
Due to the continued rainfall, on Saturday (June 21) the inflow of water into Wuxiangxi Reservoir on the Yuan River exceeded 20,000 cubic meters per second, reaching the flood event threshold. The 2025 No.1 flood of the Yuan River has formed. The Yuan River, also known as Yuanshui, is a tributary of Dongting Lake in the Yangtze River Basin, and is the second largest river in Hunan province.
Hunan Daily reported that so far this year, Hunan has experienced seven rounds of torrential rains and floods, especially since the 18th, with northern and northwestern Hunan suffering from extremely heavy rainstorms. This severe rainfall event has already affected over 400,000 people in Xiangxi Tujia and Miao Autonomous Prefecture, Zhangjiajie City, Changde City, and several other regions.
According to meteorological and hydrological forecasts, from the 21st to the 23rd, northern central Hunan will experience heavy to torrential rain, with extremely heavy rain expected in southern Xiangxi Prefecture, western Changde, central and northern Huaihua, and western Yiyang, which will largely overlap with recent heavy rainfall zones, resulting in a high risk of disaster.
