On the 6th, President Trump stated that by then, each trading partner will either receive a tariff rate notification letter or reach a smooth agreement with the US. Speaking as he boarded a plane to return to the White House, Trump discussed the upcoming tariff negotiation deadline. He said that he would send out the first batch of tariff notification letters starting on the 7th, “About 12, maybe 15 letters.” Trump continued: “We’ll also reach agreements, so we’ll be sending letters and reaching agreements at the same time.”
As for whether new tariffs will be levied immediately after July 9, or wait until August 1? Trump said: “Tariffs will begin to be imposed. Tariffs will start from that point... I think we’ll reach agreements with most countries before July 9. So it’ll be either a letter or an agreement.”
Perhaps noticing that his remarks made the media even more confused, US Commerce Secretary Luttig stepped in to answer: “Tariffs will take effect starting August 1. But the President will begin setting tariff rates and agreement details from now.”
According to Central News Agency, White House National Economic Advisor Hassett said on the 6th that you’ll know this week which countries the US will send tariff notifications to by watching the news, and which countries are willing to open their markets to American goods; the US will levy certain tariffs on them as well. Both small and major trading partners will receive letters, and all countries are aware of the general 'deadline.'
Hassett said on a CBS program that there will be news this week, with headlines about some agreements entering the final stage. Trade Representative Greer is negotiating with many countries, and the US will send letters to multiple countries, notifying them that since their proposals are insufficient, the US believes specific actions should be taken.
He said: “Another headline is that some countries have agreed to open their markets to the US, so the US will levy certain tariffs on their products. Detailed figures will be in the news this week as well.”
Hassett declined to specify which countries would reach agreements before the deadline, only stating that the US is always willing to discuss anything with anyone in the world. There will be a deadline—some deadlines are imminent, and in some cases the deadline may or may not be extended; President Trump will make the final decision.
“Some letters will be sent out. When getting close to an agreement, the US side may be dissatisfied with the progress, so a notification letter may still be sent, but perhaps an agreement will be reached at the last minute. Before seeing the full agreement, the offensive will be paused, so just watch the news.”
On April 2, Trump announced reciprocal tariffs. Subsequently, US stocks and bonds plunged, so the announcement was postponed by 90 days, with the deadline being July 9.
