(Bandar Seri Begawan, 4th) The Speaker of Parliament, Pehin Abdul Rahman, stated that today we are gathered together, facing various challenges and uncertainties, whether it is geopolitical tensions, global economic turbulence, climate change, or the rapid digitization and technological transformation affecting all aspects of society.
“In the face of this wave of transformation, our country needs to remain vigilant and wise, formulating policies that can protect the interests of the people and ensure national stability and prosperity. Therefore, all esteemed members of parliament at this moment shoulder a significant responsibility, which requires collective wisdom and strong cooperation from all parties.”
Pehin Abdul Rahman emphasized this on the first day of the second session of the 22nd National Assembly in 2026. The meeting was held in the Chamber of the National Assembly building located here.
Subsequently, the Parliament Speaker approved two main motions to be discussed at this session. The first motion is on coordinating the implementation of Brunei Vision 2035.
“This matter is crucial because the country's future vision is not merely a policy document, but the direction of national development that requires the concerted effort of the whole nation. This means that every policy and measure aims to cultivate highly qualified and skilled citizens so that the quality of life of Bruneians reaches world-class standards while building a vibrant and highly resilient economy.”
“Therefore, I urge all esteemed members to enthusiastically participate in the debate on this motion, so as to strengthen the coordination of Brunei Vision 2035 and realize its vision, to benefit both present and future generations.”
The Parliament Speaker also approved a second motion regarding the drafting of a Code of Ethics and Conduct for members. This motion aims to comply with the Sultan’s exhortation. Last year, the Sultan of Brunei, at the official opening of the first session of the 21st Brunei Parliament, delivered a speech on the necessity of formulating a code of ethics for Parliament. He pointed out that this initiative is to strengthen members’ integrity, accountability, and professionalism in performing their respective duties.
The Sultan explained that the code will outline the standards of conduct that each member must adhere to, to ensure the reputation and credibility of the Manila meeting are maintained and to win the highest degree of trust. The Sultan hopes to receive full support and constructive opinions during the discussion and drafting stages of the code.
The Sultan emphasized that it must be ensured that all members consistently comply with the rules of parliamentary meetings to guarantee smooth proceedings and orderly conduct. The credibility of each meeting.
“These rules are not just procedural formalities, but are the cornerstone to ensure that each member can participate fairly and orderly in discussions. In addition, he called for the continuous upholding of the spirit of deliberation, that is, to put consensus, mutual listening, and the interests of the nation and its people above personal interests, as the core of every discussion in this session. By observing the rules of procedure and maintaining this spirit of deliberation, we will surely benefit greatly.”
