According to local police, the 30-year-old suspect, named "Luo Kaiji" (phonetic translation), drove an Audi Q7 SUV into the crowd at the time of the incident. The case has been ruled out as a terrorist attack, and the report indicates the suspect might suffer from mental and physical disabilities. The man is currently charged with eight counts of murder.

The report mentions that according to Luo Kaiji's Facebook account, he is from Kaohsiung, Taiwan, and the Luo family lives in the Victoria-Fraserview neighborhood on the southeastern side of Vancouver, which has many Chinese and Filipino immigrants. Luo Kaiji and his family moved there more than 10 years ago, and Luo's mother often communicates with neighbors in Chinese.

In addition, after the incident, the suspect was already subdued by passersby before the police arrived. In videos shared on social media, the suspect can be seen surrounded in front of a wire fence until the police arrived and arrested him.
