Cambodia Defends National Sovereignty, Emphasizes Legal and Peaceful Resolution of Border Disputes

The Cambodian government stated on Monday that authorities are continuously carrying out "resolute and coordinated" actions at home and abroad to safeguard the country’s territorial integrity through peaceful means, while protecting citizens’ rights and adhering to principles of international law.

Cambodian government spokesperson Phay Siphan said at a press conference held at the Cabinet Office that against the backdrop of ongoing developments on the Cambodia-Thailand border, maintaining national sovereignty and the safety of the people remains the government's top priority.

He noted that Prime Minister Hun Manet has repeatedly emphasized that safeguarding the integrity of the national territory and protecting public security is the Cambodian government’s most important responsibility.

Phay Siphan pointed out that the government is actively defending Cambodian territory through diplomatic and legal means both domestically and internationally, as well as handling issues affecting the rights of Cambodian citizens in border areas.

Meanwhile, a delegation led by Cambodia’s Human Rights Committee Chairman Keo Remy attended the 61st session of the United Nations Human Rights Council in Geneva, Switzerland from March 2 to 5, and met with the Office of the United Nations High Commissioner for Human Rights, special rapporteurs, and representatives from various countries.

The delegation presented the Cambodia-Thailand border situation during the meeting and discussed ways to strengthen cooperation on human rights. Keo Remy pointed out that owing to barbed wire, container barriers, and damaged homes in the border areas, tens of thousands of Cambodian civilians still cannot return to their homes.

In addition, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn, in the same meeting, stated that human rights development must be built on the foundation of peace, and that development is inseparable from a secure environment. He emphasized that all nations should respect sovereignty, territorial integrity, and international law.

He also mentioned the impact of armed tensions on the humanitarian situation, noting that Thai troops are still stationed in some Cambodian villages, which remains a major obstacle to the safe return of displaced residents.

The Cambodian government stated that of the over 640,000 displaced people, about 93% have returned home, with around 45,000 people not yet returned. Authorities are providing them with temporary shelter and assistance, and are negotiating border issues with Thailand through diplomatic dialogue.

Phay Siphan reiterated that Cambodia will continue to abide by the joint statement and ceasefire agreement of December 27, 2025, and will adhere to the international border as demarcated by the Franco-Siamese Boundary Commission, as well as relevant treaties, maps, and boundary marker records.

He stated that Cambodia will not recognize any attempt to alter boundaries by force.
