China’s New Ambassador to the Philippines, Jing Quan, Assumes Post, Hopes to Stabilize China-Philippines Relations

(Philippines, 7th) China’s new ambassador to the Philippines, Jing Quan, stated upon arrival to assume his post that he is keenly aware of the heavy responsibilities ahead, and looks forward to stabilizing China-Philippines relations while safeguarding national interests.

According to the official WeChat public account of the Chinese Embassy in the Philippines, the newly appointed Chinese ambassador to the Philippines, Jing Quan, arrived in the Philippines on Saturday (December 6) to assume his post. Officials from the Philippine Department of Foreign Affairs and diplomats from the Chinese embassy welcomed him at the airport.

Jing Quan stated that as an ambassador, he will resolutely safeguard national interests and dignity, while also playing the role of a bridge, so that China-Philippines relations may stabilize rather than deteriorate, and the peoples of both countries may draw closer rather than farther apart.

He said: "My responsibilities are heavy, but I am confident, and I look forward to receiving everyone’s strong support."

Publicly available information shows that Jing Quan is male, from Shaanxi Province, and is a university graduate. He has previously served as an attaché and third secretary at the Chinese Embassy in Thailand; third secretary and deputy section chief at the Department of American and Oceanian Affairs, Ministry of Foreign Affairs; deputy chief of the Bilateral Section at the Chinese Embassy in the United States; section chief and counselor at the Department of American and Oceanian Affairs, Ministry of Foreign Affairs; counselor at the General Office of the State Council; as well as deputy director-general of the Department of American and Oceanian Affairs, Ministry of Foreign Affairs. Since 2021, he has served as minister at the Chinese Embassy in the United States, until this current appointment.
Previously, the Chinese ambassador to the Philippines was Huang Xilian. Born in September 1967, he holds a Bachelor of Arts from Beijing Foreign Studies University and a Master’s degree in Economics from the University of Manchester, UK. Huang Xilian previously served as counselor at the Chinese embassies in the United States and Pakistan, and counselor at the Department of Asian Affairs, Ministry of Foreign Affairs. In 2014, he was appointed deputy director-general at the Department of Asian Affairs, Ministry of Foreign Affairs; in 2018, he became ambassador to ASEAN (referred to as East Asian Nations by China), and in 2019, he switched to become ambassador to the Philippines.

In September of this year, before his departure, Huang Xilian made farewell visits to Philippine Foreign Secretary Tess Lazaro and Philippine President Ferdinand Marcos Jr.

When Marcos Jr. met with Chinese Ambassador Huang Xilian, he said that although Philippines-China relations are complex, such differences should not define bilateral relations, and stressed that the South China Sea issue is not the entirety of Philippines-China relations.

Huang Xilian expressed hope that the Philippines and China would work together to bring China-Philippines relations back on track as soon as possible.
