Taiwan's Executive Yuan Anti-Fraud Command Center announced that starting from the 4th, it will issue an order for internet domain blockage and access restrictions on the Xiaohongshu app, for a tentative period of one year. The Mainland Affairs Council stated on the same day that this is targeted at scams and disinformation, not against any particular country’s software.
In addition, Democratic Progressive Party legislative caucus secretary-general Chung Chia-bin said on the 5th that Xiaohongshu has the highest violation rate in anti-fraud measures, and the regulation was introduced to protect the public from harm. Legislator Chiu Yi-ying emphasized that this move is not authoritarian but is meant to protect the people's safety; legislator Lin Yueh-chin posted that since Xiaohongshu has not established local compliance with Taiwan’s regulations and thus cannot be penalized, if they are willing to comply, service could be restored after one year.
The Mainland Affairs Council held a routine press conference on the 4th, where Deputy Minister and spokesperson Liang Wen-chieh stated that this measure targets issues of scams and disinformation, and is not aimed at the software of any particular country. Inquiries regarding scams should be answered by the Ministry of the Interior and Criminal Investigation Bureau; this is not a cross-strait issue.
Taiwan’s Ministry of the Interior issued a press release on the 4th stating that the Xiaohongshu app has over three million users in Taiwan, and all 15 cybersecurity indicators checked by the National Security Bureau were marked as unqualified. From 2024 to the present, Xiaohongshu has been involved in 1,706 scam cases, resulting in financial losses of NT$247.68 million (about RM32.61 million).
The Ministry noted that Xiaohongshu’s user base in Taiwan has surged in the past year, making it a high-risk platform for online shopping scams. According to regulations, an order will be issued to block domain resolution and restrict access to Xiaohongshu for a tentative one-year period. Future actions will be decided depending on whether the company responds in good faith and actively cooperates.
