(Singapore, 8th) The government has introduced the 'Price-Quality Method' (PQM) in the tender for a clinic at the ground floor of public housing for the first time, no longer using price as the sole criterion. This initiative aims to improve the quality of neighborhood healthcare services, and if successful, may be extended to more public housing clinics in the future.
In a joint statement on Thursday (May 8), the Ministry of Health and the Housing Development Board announced the commencement of the tender process for a general practice clinic in the new Bartley Beacon public housing in Toa Payoh. Unlike the past, where the winner was determined solely by rental price, this time a 'Price-Quality' evaluation mechanism will be utilized.
Under the new system, the price offered by bidders accounts for only 30% of the total score, whereas the remaining 70% is based on the quality of the proposal, including aspects such as medical service models, personnel quality, and operational plans.
The authorities stated that the clinic space at Bartley Beacon is about 100 square meters, twice the size of a typical public housing shop space, providing an advantage for operators to deliver more comprehensive, integrated, one-stop primary healthcare services.
The Housing Board has already widely adopted the PQM system in tenders for supermarkets, childcare centers, and the food and beverage industry. This clinic pilot will serve as a reference case for related agencies to assess whether to extend this mechanism to other public housing clinic tenders.
The tender for the Bartley Beacon clinic officially opened on Thursday and will close on May 29. The clinic is expected to commence operations in the fourth quarter of this year.
