Severe Flooding from Heavy Rains in Many Parts of China: Ministry of Public Security Urges Not to Share Non-Official Information

In recent days, many regions of China have been plagued by severe flooding from heavy rains, with the number of deaths and missing persons continuing to rise. Some textual and visual records of the disaster have been repeatedly deleted. On the 2nd, China’s Ministry of Public Security issued an “Initiative on Actively Safeguarding Cyber Order during Flood Prevention and Disaster Relief,” calling on netizens not to share information that has not been confirmed by official sources, and to promptly report "false information," thereby forming a "positive atmosphere of nationwide supervision."
According to Central News Agency, the “Cybersecurity Administration Bureau” under the Ministry of Public Security, which oversees online speech, released the initiative, stating that China is currently facing a serious and complex flood prevention and disaster relief situation, with many areas continuously experiencing heavy rainfall, causing floods and geological disasters, and posing severe threats to people’s lives and property. At this critical moment, while society works together to combat floods and provide relief, a “positive and healthy online environment” is crucial for building social consensus and supporting disaster relief efforts.
The initiative mentions that China's cyber police are making three proposals to the public. First is to “strengthen legal awareness and strictly observe communication order”; second is to “enhance awareness and improve skills in identifying rumors”; and third is to “fulfill social responsibility and actively supervise and report.”
The initiative states that netizens should “strictly abide by national laws and regulations” as well as social morality and ethics, consciously resist online rumors and all kinds of “illegal and harmful information,” and jointly foster a “positive, healthy, and uplifting online environment,” uniting strong spiritual power for flood prevention and disaster relief.
The initiative emphasizes that those who deliberately fabricate and spread false information about flood prevention and disaster relief, thereby disrupting social order, will be dealt with seriously in accordance with the law.
The initiative further states that people should seek information on flood prevention and disaster relief through “official authoritative platforms and regular news media,” and “not trust, not post, not share, and not comment on” online information that has not been confirmed by official sources. Careful discrimination is urged regarding the reliability of information sources and the authenticity of content; one should remain vigilant against information with vague descriptions, unclear sources, or “content contrary to official releases” to avoid being misled by “false information.”
The initiative says it is important to actively spread “positive energy,” cheer on the work of flood prevention and disaster relief, and express respect and support for the front-line rescue workers. While paying attention to social topics related to flood prevention and disaster relief and participating in discussions, if any “suspected rumors or false information” are found, this should be promptly reported to relevant online platforms or public security authorities.
Finally, the initiative stresses that only by forming a “good atmosphere of nationwide supervision” can the “breeding and spread of online rumors” be fully curbed, leaving no place for false information to hide, and jointly maintaining a clean and tranquil cyberspace. “With a high degree of self-discipline and rational words and actions, we can gather strong positive energy on the internet for flood prevention and disaster relief.”
