US: Permanent Membership in Gaza Peace Council Requires $1 Billion Contribution

(US, 18th) The administration of President Trump has demanded that countries seeking permanent seats in the newly established Gaza Peace Council contribute at least $1 billion (approximately 756.6 million MYR).

According to a draft charter seen by Bloomberg, Trump will serve as the first chair and will decide which countries are invited to join as members. All decisions will be made by majority vote, with each member country present having one vote, but must ultimately be approved by the chair.

The draft states: "The term of each member country will not exceed three years from the effective date of this charter, and may be renewed by the chair. If a member country donates more than $1 billion to the Peace Council within the first year of this charter taking effect, the three-year term limit will not apply."

Once three member countries agree to the charter, the council can be officially established. The council charter describes the Peace Council as "an international organization dedicated to promoting stability, restoring reliable and legitimate governance, and achieving lasting peace in regions affected or threatened by conflict."

The draft charter requires the Peace Council to convene at least one voting meeting annually, "and to hold meetings at such other times and places as determined appropriate by the chair." Agendas for meetings must be approved by the chair.
Trump also has the power to remove members, but this would require a two-thirds veto from member countries. "The chair may designate the next chair at any time."

The White House has not yet responded.

Critics are concerned that Trump is trying to establish an organization to rival or compete with the United Nations, which he has long criticized. 

According to informed sources, some European countries have been invited to join the Peace Council, and the draft appears to suggest that Trump himself would control the funds, something that is unacceptable to most prospective member countries.

Sources say some countries strongly oppose Trump’s draft charter and are joining forces to resist these proposals.

On Friday (January 16), the White House announced the formation of the first executive group. The seven founding members include US Secretary of State Rubio, Middle East Envoy Whitcoff, Trump’s son-in-law Kushner, former UK Prime Minister Blair, World Bank President David Malpass, private equity executive and billionaire Ron, and Trump advisor Gabriel. A formal board of directors will be assembled later.

The White House stated that the Gaza Peace Council will specifically address issues such as capacity-building for governance in Gaza, regional relations, reconstruction, attracting investment, large-scale fundraising, and capital mobilization. However, the White House did not specify the exclusive responsibilities of the founding members.

Previously, the US had announced the formation of a 15-member Palestinian technocratic committee to manage Gaza during the transitional period. The Gaza Peace Council will also oversee this committee. The committee is led by former Deputy Minister of the Palestinian Authority, Shaas.
