The Director of the Hong Kong and Macao Affairs Office of the State Council, Xia Baolong, warned the Hong Kong business community that those who betray national interests at critical moments will not have a good outcome.

Xia Baolong attended the opening ceremony via video and delivered a keynote speech.
Xia Baolong said that over the past decade, Hong Kong has comprehensively implemented the overall national security outlook, achieved accomplishments in national security work, experienced rapid economic development, and maintained long-term social stability. Hong Kong has undergone an extraordinary journey from chaos to governance, to prosperity. He pointed out that in 2019, the rampant Hong Kong independence movement seriously threatened national security, leaving Hong Kong in ruins. At a critical moment, the central government decisively intervened and enacted the Hong Kong National Security Law, bringing about a transition from chaos to order.
Xia Baolong emphasized the need for vigilance as external forces disrupting Hong Kong will not change. He stated that the U.S. now employs all means to suppress and contain Hong Kong. He described the amendment turmoil as an indelible scar and an alarm, asserting that forgetting history equates to betrayal, and forgetting how to fall will only lead to bigger troubles.

He said that Hong Kong continues to implement zero tariffs and remains the largest source of trade surplus for the U.S., yet it is still subjected to additional tariffs, calling such actions "outrageous, shameless." He further noted, "They don't want our taxes; they want our lives."
He warned that the U.S.’ repeated containment and suppression of Hong Kong will only hasten the demise of its agents in Hong Kong and will ultimately backfire, stating, "Let those 'country bumpkins' in America lament before the five-thousand-year-old Chinese civilization!"
