Beijing Rainstorm Causes 30 Deaths, Over 80,000 Evacuated in the City

The current extreme heavy rainfall in China’s capital, Beijing, has caused major disasters. On the morning of the 29th, according to a report from “Beijing Release”, consecutive bouts of extreme rainfall have resulted in 30 deaths citywide due to the disaster, including 28 in Miyun and 2 in Yanqing.

Miyun, Huairou and Other Areas Severely Affected

According to Xinhua News Agency, since the start of this round of heavy rain, as of 24:00 on the 28th, the city's average rainfall was 165.9 millimeters. The highest rainfall was recorded at Langfangyu and Zhujiayu in Miyun, reaching 543.4 millimeters; the maximum rainfall intensity occurred in Dongyu, Huairou, with 95.3 millimeters falling between 22:00 and 23:00 on the 26th. The consecutive bouts of extreme rainfall have caused major disasters. The citywide death toll due to the disaster reached 30, including 28 in Miyun and 2 in Yanqing. The affected areas saw road damage in 31 places, involving 16 lines such as Xingyang Road and Xihuo Road, which have not yet been repaired; power outages have happened in 136 villages, while communications facilities have suffered damage to 62 fiber optic cables and 1,825 base stations have lost service.

After the disaster, the Municipal Party Committee and Municipal Government thoroughly implemented the important instructions from General Secretary Xi Jinping and directives from Premier Li Qiang regarding flood prevention and disaster relief. They further strengthened flood control measures, made every effort to search and rescue missing people, closely monitored weak points and key locations, promptly deployed rescue forces and relief supplies, and properly resettled affected residents, making every effort to minimize casualties.

Currently, a total of 80,332 people have been evacuated citywide, with the top three districts in terms of evacuation numbers being Miyun, Huairou, and Fangshan. Miyun District evacuated 16,934 people from 19 townships, Huairou District evacuated 10,464 people from 15 townships, and Fangshan District evacuated 9,904 people from 21 townships. Ongoing efforts are underway in the disaster areas for rescue and medical treatment, resettling the public, and emergency repairs and infrastructure restoration. During the disaster, the public is advised to follow weather forecasts and warnings and to avoid going to risky areas unless necessary.

118 Million RMB Allocated for Beijing’s Post-Disaster Emergency Recovery

The National Commission for Disaster Prevention, Reduction, and Relief initiated a national level four disaster emergency response on the evening of the 28th. To thoroughly implement the important instructions from General Secretary Xi Jinping and Premier Li Qiang regarding flood prevention and disaster relief, and in accordance with the National Natural Disaster Relief Emergency Plan, the National Development and Reform Commission has urgently allocated 200 million yuan (118 million ringgit) in central budget investment to support Beijing's emergency recovery following flood disasters. The funding will focus on the emergency restoration of infrastructure and public service facilities, such as transport, water conservancy, and medical facilities in disaster-hit areas like Miyun and Huairou, and push for the rapid restoration of normal production and living order.
