Nine months after a fatal off-road vehicle incident in Zhuhai, Guangdong Province, China, officials have announced that Liu Qiying, former District Chief of Xiangzhou District—where the incident occurred—has been expelled from the Chinese Communist Party and dismissed from public office for serious violations of discipline and law.
According to a report by Nanyue Qingfeng, the website of the Guangdong Provincial Commission for Discipline Inspection and the Guangdong Provincial Supervisory Commission, the Zhuhai Municipal Commission for Discipline Inspection and Supervision investigated Liu Qiying, former Deputy Secretary of the Xiangzhou District Committee and former District Chief, for serious violations of discipline and law.
Liu Qiying was accused of losing faith and ideals, being disloyal and dishonest to the Party, resisting organizational review, engaging in opportunism, associating with political fraudsters; illegally accepting gifts; failing to truthfully explain issues when questioned by the organization; seeking benefits for others and accepting property during the selection and appointment of officials; breaching the bottom line of integrity by unlawfully borrowing money from persons under his administration, engaging in profit-making activities; abusing public power as a tool for personal gain, and taking advantage of his position to seek benefits for others in projects and contracts, while illegally accepting huge sums of money.
The official report also stated that Liu Qiying seriously violated the Party’s political, organizational, and integrity disciplines, committed major violations of official duties, and is suspected of bribery crimes. Furthermore, he continued his misconduct after the Party’s 18th National Congress, showing no restraint, which is of severe nature and detrimental impact, thus requires strict punishment.
Public records show Liu Qiying is 56 years old this year. In October 2015, he served as Deputy Secretary of the Xiangzhou District Committee and was nominated as a candidate for District Chief, later being elected to the position.
On November 11 last year, a deadly off-road vehicle crash occurred at Zhuhai Sports Center, located in Xiangzhou District, resulting in 35 deaths and 43 serious injuries.
Subsequently, at a meeting of the Xiangzhou District People’s Congress Standing Committee in December of the same year, Liu Qiying’s resignation as District Chief was accepted. His investigation was officially announced in April this year.
