Royal Police Launches Competency Framework Program to Enhance Efficiency and Further Improve Public Trust

(Bandar Seri Begawan, 19th) The Royal Brunei Police Force recently held a launching ceremony for the “Competency Framework” at the officers’ mess banquet hall of the Gadong Police Headquarters, personally presided over by Commissioner of Police Dato Sulaiman. This initiative is regarded as a key step in advancing police professionalization and strengthening human resource management.

Attendees of the ceremony included the Chairman of the Royal Police Force Competency Framework Committee Yang Amat Mulia Pengiran Haji Mohamed Saifullah Pengiran Haji Ismail, as well as many senior police officials and representatives from various departments. About 700 police personnel participated on site, demonstrating the team’s high level of attention and commitment to Reform Agenda 2 and institutional strengthening.

Deputy Commissioner of Police and Conference Committee Chairman Saifullah noted in his welcome speech that the framework is the result of extensive research and discussion, covering five core policing areas: investigation, general duties, operations, intelligence, and administration. The relevant committee has not only successfully drafted the first competency framework in the history of the Royal Police, but also compiled an accompanying “Competency Dictionary”, introducing greater transparency and structure to personnel evaluation, training, promotion, and appointment systems.

Commissioner of Police Dato Sulaiman expressed hope that this competency framework would serve as an important practical reference for daily operations, further enhancing the professional performance of police officers. He emphasized that establishing clear competency standards helps officers demonstrate higher efficiency and a more responsible attitude in carrying out their duties, and also aligns with current international trends in human resource management.

The ceremony also featured a promotional video about the competency framework, followed by an interactive Q&A session to deepen participants’ understanding of the framework’s practical operation.

The launch of this competency framework not only symbolizes the Royal Police Force entering a new stage of institutionalization and professionalization, but also marks an important milestone in the strategic planning of the People’s Affairs Committee. It aims to continuously enhance the team’s professionalism, sense of responsibility, and integrity through a more systematic and authoritative management model, thereby strengthening the trust of the people and the monarch in the police force.
