【BRICS Summit】Li Qiang Announces China to Establish Scholarship to Help BRICS Nations Cultivate Talent

(Rio de Janeiro, 7th) On June 6, Chinese Premier Li Qiang attended the first phase of the 17th BRICS Leaders' Summit in Rio de Janeiro and delivered a speech on the issue of "Peace and Security, Global Governance Reform," wherein he announced that China will establish the BRICS New Industry “Jinlu” Excellence Scholarship to help BRICS countries cultivate talent in the fields of industry, communications, and others.
Li Qiang stated that currently, changes unseen in a century in the world are accelerating, and international rules and order are suffering severe impacts, with the authority and effectiveness of multilateral mechanisms being weakened. The “consultation, contribution, and shared benefits” concept of global governance proposed by Chinese President Xi Jinping has become more significant and meaningful in the current era.
Li Qiang said that in the face of intensifying contradictions and differences, we need to engage in better consultations with an attitude of equality and respect; when confronting deeply intertwined common interests, we need to cooperate more closely to build together; and when faced with mutually beneficial development opportunities, we need to share better with an inclusive mindset of achieving success together.
Li Qiang emphasized that as the “first echelon” of the Global South, BRICS countries should adhere to independence and self-reliance, demonstrate a sense of responsibility, strive to achieve more in building consensus and pooling strength, and endeavor to become the vanguard driving reform in global governance.
He called on BRICS countries to hold fast to moral principles and safeguard world peace and stability, promote the resolution of disputes by peaceful means, and explore fundamental solutions based on the rights and wrongs of each issue. Development should be a focus, further energizing economic growth and actively leading development cooperation as well as tapping the growth potential of emerging sectors.
Li Qiang noted that this year, China will establish the China–BRICS New-Quality Productive Forces Research Center and will also set up the BRICS New Industry "Jinlu" Excellence Scholarship to help BRICS countries train talent in industries such as industrial and communications sectors.
