The Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) concluded on the 2nd, passing the removal of Han Weiguo, former Commander of the Army, Liu Lei, former Political Commissar of the Army, and Gao Jin, former Minister of the Logistic Support Department of the Central Military Commission—three full generals—from their positions as members of the CPPCC Standing Committee, as well as revoking their status as CPPCC members. Zhang Kejian, former director of the National Defense Science and Technology Industry Administration, who had 'disappeared' for over a year, was also removed from his position on the Standing Committee and stripped of his committee membership.
In recent years, there have been a series of massive shake-ups at the top echelons of the military, with several generals and high-level military industry officials investigated over serious disciplinary and legal violations. The expulsion of these four from the CPPCC confirms news of their downfall.
70-year-old Han Weiguo once served as commander of the Central Theater Command and was promoted to full general in 2017. Liu Lei, 69, formerly served as Political Commissar of the former Lanzhou Military Region and Political Commissar of the PLA Army, and was promoted to general in 2017. Gao Jin, 67, previously served as Commander of the Strategic Support Force and was promoted to general in 2017 before taking office as Minister of the Logistic Support Department of the Central Military Commission. As a result, the number of full generals in the current CPPCC Standing Committee has been reduced from nine to six.
The meeting also removed Zhang Kejian from his position as CPPCC Standing Committee member and revoked his committee membership. The 65-year-old Zhang Kejian previously held such positions as Vice Minister of Industry and Information Technology, Director of the China National Space Administration, Director of the China Atomic Energy Authority, and Director of the National Defense Science and Technology Industry Administration. Since leaving office in December 2024, Zhang Kejian has not appeared in public.
