Turkey Russia-Ukraine Negotiations Neither Putin nor Trump to Attend

On the 14th, Russian President Putin signed an order concerning the composition of the Russian delegation for negotiations with Ukraine, appointing Russian presidential aide Mezhinsky as the head of the delegation.
The delegation also includes Russian Deputy Foreign Minister Galuzin, the Director of the Main Directorate of the Russian Armed Forces General Staff Kostyukov, and Russian Deputy Defense Minister Fomin.
Putin also approved a list of four experts for talks with the Ukrainian side, including Polischuk, the Director of the Russian Foreign Ministry's Second CIS Department, and Shevtsov, the Deputy Director of the Russian Defense Ministry’s International Military Cooperation Directorate.
This means that Putin himself will not attend the Russia-Ukraine negotiations held in Istanbul.
According to a report by TASS on the 15th, citing informed sources, the Russia-Ukraine negotiations in Turkey are scheduled to take place around 10 a.m. local time on the 15th (3 p.m. Malaysian time), and will be conducted behind closed doors. The negotiations will be held at the Dolmabahçe Palace Presidential Office in Istanbul.

Trump Not Attending
On the other hand, a U.S. official stated that President Trump would not go to Turkey to participate in the Russia-Ukraine negotiations.
U.S. Secretary of State Rubio, U.S. Special Envoy for Middle East Issues Witkoff, and Special Envoy for Ukraine Affairs Kellogg will travel to Istanbul to attend the Russia-Ukraine negotiations.
On the 14th, Trump had stated that he might go to Turkey to meet with Russian President Putin to discuss the Ukraine issue, but only if Putin also attended.
Speaking to the media aboard Air Force One while flying from Saudi Arabia to Qatar, he said, "I don't know if he'll go if I don't go. I know he wants me there, it's a possibility. If we can end the war, I will consider doing so."
On the 11th, Putin made a statement to the media, proposing the unconditional resumption of direct talks between Russia and Ukraine on the 15th in Istanbul, Turkey. Putin also mentioned that during the negotiations, it may be possible to reach an agreement on some new ceasefire proposals.
In response, Ukrainian President Zelensky posted on social media on the same day, saying that Ukraine expects a comprehensive and lasting ceasefire to begin on the 12th, which will provide the necessary basis for diplomatic activities. He will "wait" for Putin in Turkey on the 15th.
According to Ukrainian officials on the evening of the 14th, Zelensky has already set off for Turkey.
In any case, if Putin does not attend, Zelensky will also not participate in the negotiations.
