AI-Generated 5-Second Video Uses As Much Power as Charging 10 Phones: China Calls for Electricity Conservation

As the world enters the era of artificial intelligence, Chinese authorities are calling for energy conservation. An official from the National Energy Administration of China pointed out that the explosive growth of AI has led to a surge in electricity demand. During the "15th Five-Year Plan" period, the nation’s annual increase in electricity consumption is expected to reach 600 billion kilowatt-hours, equivalent to the power usage of a medium-sized economy.

Wang Hongzhi, Director of the National Energy Administration, stated at a State Council Information Office press conference on the 26th that since the end of February, global energy markets have seen drastic fluctuations, with many countries experiencing varying degrees of energy shortages, soaring oil prices, and tight supplies. China’s energy system has withstood the impact, maintaining an overall balance between supply and demand and generally stable prices, demonstrating strong resilience. During the "15th Five-Year Plan," China will continue to develop and stockpile fossil energy, while also significantly increasing the supply of non-fossil energy. At present, a large proportion of China’s oil and gas comes from international markets, and the government will adhere to a diversified energy import strategy.

"At the same time, the explosive growth of artificial intelligence is driving a surge in electricity usage." Wang Hongzhi gave an example: for each 5-second HD video generated by AI, the electricity consumption is equal to charging 10 smartphones.

"Every kilowatt-hour of electricity and every drop of oil is hard won." Ren Yuzhi, Director of the Planning Department of the National Energy Administration, called for energy conservation and said policies and mechanisms will be improved more quickly to stimulate the energy-saving and carbon-reduction potential in production and daily life.

China’s energy production is concentrated in the western regions, while consumption mainly takes place in the central and eastern regions. Wan Jinsong, Deputy Director of the National Energy Administration, said that during the "15th Five-Year Plan" period, while expanding "West-to-East energy transmission," efforts will also be made to promote "West-to-West energy use." High energy-consuming industries will be guided to move to the west in an orderly manner, the coordinated development of advanced manufacturing, computing power, hydrogen, and other industries will be promoted alongside clean energy base development, and the optimization of the spatial layout of energy-consuming industries will be enhanced. In the future, the western region will not only export electricity, coal, and gas, but also export products and tokens.

As of the end of last month, China’s installed power generation capacity reached 4.01 billion kilowatts, ranking first in the world. Deng Weisi, a supervisor of the Southern China Power Grid Dispatch and Control Center, said that this capacity exceeds the combined installed capacity of the United States, the European Union, India, Japan, and Russia, fully demonstrating the leading advantage of China’s power industry.
