6.26 Billion Ipoh Central Project Officially Launched, First Phase to Begin in 6 Months

The Ipoh Central project, with a total development value of RM6.26 billion, has been officially launched, with the first phase set to begin within 6 months!

Transport Minister, Anthony Loke stated that the Ipoh Central project adopts the concept of Transit-Oriented Development (TOD). This is an excellent example that integrates public transport with mixed-use developments such as housing, commercial, and entertainment. This concept not only reduces reliance on private cars but also helps reduce carbon emissions in line with the country's climate change agenda.

He mentioned that the signing ceremony of the Memorandum of Agreement (MOA) between Ipoh Sentral Company and COUNTRY ANNEXE Company is a significant step in promoting innovative and competitive transportation infrastructure development in Perak.

He noted that the project covers an area of 67 acres and will become a modern transport hub connecting various modes of transport such as trains and buses. The project could also change the urban landscape of Ipoh, making it more efficient, humane, and sustainable, with Ipoh Central's total Gross Development Value (GDV) set at RM 6.26 billion. It is anticipated to bring significant benefits to both the local and national economy.

He said this while attending the signing ceremony in Ipoh on Thursday. Attendees included the Perak Menteri Besar Datuk Seri Saarani, Deputy Minister of Transport Datuk Hasbi, and others.

“The project is realized through a close partnership between the Railway Asset Corporation (RAC), the Perak State Government, and the private enterprise Malaysia Resources Corporation Berhad (MRCB). Implemented under the Public-Private Partnership (PPP) model, it ensures sustainable development, accelerates project implementation, and eases the government's financial burden.”

He also mentioned that to evaluate the success of this project, it can be looked at from three main perspectives: the long-term benefits to the local socio-economic scene in Ipoh, passenger growth in the rail network, and returns to the government, the Railway Asset Corporation (RAC), and the developer companies.

He stated that the Ipoh Central project incorporates eco-friendly elements such as walkways, bicycle lanes, and green spaces, which enhance community well-being. Additionally, through Technical Vocational Education and Training (TVET), the participation of indigenous contractors is encouraged as a critical initiative to enhance the capability and skills of the local construction industry workforce.

He said the project is divided into two main phases; the first phase involves the redevelopment of a 6.31-acre piece of land, focusing on preserving heritage and cultural elements. Existing religious sites and educational institutions will be retained, while the facilities in landscaped and recreational areas will be improved. This phase is expected to take 24 months to complete, launching within the next 6 months.

“The second phase involves mixed development on 61 acres of land, including the construction of serviced apartments, office and commercial spaces, hotels, and community facilities. This phase is expected to take 20 years to be fully completed.”

Menteri Besar Saarani pointed out that the Ipoh Central project will be an important catalyst for this transformation; as the largest multi-use development project in central Ipoh, it not only revives the heritage of the iconic train station but also enhances urban connectivity and strengthens sustainable and inclusive urban living.

“The planned green spaces and recreational venues in this project will be the core of community activities, providing dual benefits for residents’ physical and mental health. Simultaneously, economic growth prompted by added employment opportunities and business activities will make Ipoh more vibrant and competitive.”

He said the Ipoh Central project represents a symbol of urban transformation in Ipoh, aligning with the Perak Prosperous 2030 vision. It is hoped that this project not only enhances residents' quality of life but also ensures the development is sustainable, inclusive, and globally competitive.

Other attendees included the State Secretary of Perak and Chairman of the State Secretary Agency Datuk Ahmad Suaidi, Secretary-General of the Ministry of Transport and Chairman of Ipoh Sentral Company Datuk Kanason T. Chandran, Chief Executive Officer of Ipoh Sentral Company Faidalus, Chairman of Malaysia Resources Land Berhad and Country Annexe Company Tan Sri Mohamad Annuar, Chief Executive Officer of the Malaysian Railway Assets Corporation Datuk Azhar, and Managing Director of Malaysia Resources Group Berhad Datuk Imran Salim.
