Shanxi Provincial Party Secretary Tang Dengjie and Governor Lu Dongliang went to the scene of the coal mine gas explosion accident in Qinyuan County, Changzhi City, to direct emergency response work. They stated that the cause of the accident must be thoroughly investigated and the lessons deeply learned, resolutely preventing and containing the occurrence of major and serious accidents.
According to the WeChat public account of 'Shanxi Daily', Tang Dengjie and Lu Dongliang rushed to the accident scene on Saturday (May 23) to gain a detailed understanding of the situation, work with relevant experts to study and improve rescue plans, and make arrangements for personnel search and rescue, treatment of the injured, accident investigation, aftermath handling and other related tasks.
Subsequently, Tang Dengjie and Lu Dongliang accompanied Chinese Vice Premier Zhang Guoqing to inspect the accident scene, visit the injured, extend their regards to the rescue teams, and report on rescue and handling efforts.
Tang Dengjie and Lu Dongliang emphasized the need to resolutely implement General Secretary Xi Jinping’s important statements on production safety and his important instructions on the Qinyuan County coal mine gas explosion accident, conscientiously implement Premier Li Qiang’s instructions as well as the on-site guidance requirements from Vice Premier Zhang Guoqing, firmly establish the concept of safe development, deeply learn the lessons, take each case as a warning, draw broader lessons, strictly and earnestly carry out production safety work, implement production safety responsibility measures in detail, and resolutely prevent and contain major and serious accidents.

Every effort must be made to treat the wounded, mobilize high-quality medical resources, scientifically formulate rescue plans, strengthen professional rescue teams, implement a 'one person, one policy' approach for rescue, and carefully carry out psychological counseling for the injured and comfort for their families as part of the aftermath. Full cooperation with the State Council's investigation team is required to investigate the cause of the accident thoroughly, rigorously pursue accountability in accordance with laws, regulations, and disciplines, and respond to public concerns in a timely manner.
They also stated the urgent need to deeply learn the lessons of the gas explosion accident, always keep production safety in mind, immediately conduct a province-wide investigation and rectification of risks and hidden dangers such as coal mine gas, water hazards, and roof falls, strengthen safety management on production front lines and worksites, push for strict and effective implementation of the eight hard measures for coal mine safety, take strong action against illegal and non-compliant activities, and strive to improve the intrinsic safety level.
Shanxi provincial leaders Li Jinke, Dong Xiaoyu, and Zhang Shaohua were also at the scene directing operations.
