Communications Minister Datuk Seri Fahmi Fadzil stated that the funds under the 'Government Constituency Allocation System' (My Khas) are the Prime Minister's special allocation, and therefore Prime Minister Datuk Seri Anwar has the authority to decide how and through whom this allocation is distributed, including through ruling party leaders or individuals authorized by the Prime Minister such as his political secretaries!
Fahmi, who is also spokesperson for the Unity Government, reiterated that My Khas is under the 13th Malaysia Plan and is an exclusive allocation of the Prime Minister, not belonging to Members of Parliament.
“Since this is a special allocation from the Prime Minister himself, it is only right that he decides how it is disbursed. This is because the funds are provided for voters, not for the local Members of Parliament. Therefore, any unit or opposition-led state in need of My Khas allocation should apply to the Implementation Coordination Unit (ICU) under the Prime Minister’s Department.”
“Under this allocation mechanism, for example, the My Khas funds in the Petaling Jaya parliamentary constituency are currently distributed by the local PKR division chairperson and two state assemblymen under the constituency, whereas in Ampang, it is handled by the Prime Minister’s political secretary. This is not an issue, as the funds are approved by the ICU and then transferred to the recipient units.”
Fahmi once again explained to the media today in Kuala Lumpur, after attending a campus cybersecurity event, regarding My Khas allocation rights and procedures, refuting claims that elected representatives are being deprived of constituency allocations.
Earlier, Ampang MP Rodziah’s My Khas system rights were also frozen, making her the third PKR MP to have her allocation rights frozen—after Petaling Jaya MP Lee Chean Chung and Subang MP Wong Chen—all allegedly due to close ties with former PKR Deputy President Datuk Seri Rafizi Ramli.
