Safety Reminders During Ice Thawing Period Issued in Many Parts of China, Urging Cessation of Ice Surface Activities

Many regions in China have issued safety reminders during the ice thawing period, urging the public to stop all activities on the ice surface in order to prevent accidents such as ice cracking, collapse, and falling through the ice.

On Sunday (February 22), the River and Lake Chief System Office and the Water Affairs Bureau of Tangyuan County, Heilongjiang Province, issued the “Safety Reminder on Water and Ice Surfaces During the Spring Ice Thawing Period,” stating that to prevent drowning and fatalities during the thawing period, all activities on the ice surface of rivers, reservoirs, ponds, ditches, and other water bodies—such as skating, fishing, walking, playing, and taking photos—are strictly prohibited; it is strictly forbidden for vehicles, agricultural machinery, and other types of transport to enter the ice surface; and it is strictly prohibited to carry out any production, business, leisure, or entertainment activities on the ice.

On Sunday, the Office of the Work Safety Committee of Meihekou City, Jilin Province, issued the “Notice on Halting Ice Surface Activities.” With the arrival of spring and rising temperatures, rivers, reservoirs, lakes, and other water bodies across the city are gradually thawing. The ice layers are of uneven thickness, their structure is fragile, and there are hidden safety risks such as ice collapse and falling through the ice. To prevent ice-related accidents, all units and individuals are prohibited from playing, lingering, winter swimming, skating, fishing, and netting on the ice; without approval and filing by relevant government departments, all units and individuals are prohibited from carrying out production or business activities on the ice; pedestrians and vehicles are strictly prohibited from passing over the ice.

Last Thursday (the 19th), the Office of the Work Safety Committee of Linjiang City, Jilin Province, reminded residents that the Linjiang section of the Yalu River has entered the spring thawing period, and the maximum temperature for the coming week will reach 10°C. Due to alternating cold and warm weather, the ice layer has become loose in structure and its load-bearing capacity declines rapidly. Underneath seemingly intact ice surfaces lurks a risk of collapse, especially in some areas along the Linjiang section, where special geological conditions make the ice layer uneven and prone to falling into the water and drowning.

The office pointed out that citizens are strictly prohibited from privately going to the ice surfaces along the Linjiang section of the Yalu River to engage in activities such as playing, skating, fishing, or netting, and that vehicles and pedestrians are strictly prohibited from traveling over the ice, let alone carrying out dangerous operations such as ice collection or drilling on the ice.

The Shana Reservoir Management Center, Bairin Left Banner, Inner Mongolia, stated on Sunday that it is currently the transition period between winter and spring. As temperatures gradually rise, the ice surface of the reservoir has entered the thawing period. During this time, the internal structure of the ice layer has fundamentally changed, the thickness of the ice is unevenly distributed, the situation on the ice is complex, and the internal structure of the ice is loose and fragile, making it impossible to bear normal loads. From the date of this announcement until the ice has completely melted and the water body is fully thawed, any unit or individual is strictly prohibited from fishing, netting, or poaching on the reservoir ice surface, and any illegal fishing or hunting activities are forbidden; skating, walking, playing, photo taking, or gathering for entertainment activities, as well as driving vehicles on the ice surface, are also strictly prohibited.
