Vietnam to Issue Level-2 Electronic Identity Authentication for Foreigners in Vietnam Starting July

(Hanoi, 2nd) Starting from July 1, 2025, the Vietnamese Ministry of Public Security will launch the issuance of level-2 electronic identity authentication accounts for foreigners across the country, facilitating foreigners’ life, work, and various administrative procedures in Vietnam.

The Immigration Department of the Ministry of Public Security stated that foreigners holding temporary or permanent residence cards in Vietnam are eligible to apply for level-2 electronic identity authentication accounts. This will help foreigners reduce time, paperwork, and face-to-face contact when handling administrative procedures online, while ensuring information authenticity and protecting their legal rights and interests during their stay in Vietnam.

The level-2 electronic identity account can also be used for opening bank accounts and transaction information verification in Vietnam, registering for housing, handling public services, and storing electronic residence permits and other legal documents on the VNeID application, greatly improving the efficiency of processing various matters.

For management authorities, establishing a unified and interconnected “digital profile” for every foreigner will significantly enhance work efficiency in identity verification, residency management, and violation prevention, further optimizing the administrative service experience for foreigners in Vietnam.

This issuance will be jointly led by the Immigration Department and the Police Department of Administrative Management of Social Order under the Ministry of Public Security. The data collected includes basic personal information, passport or valid entry-exit documents, residence cards, photos, and biometric information.

The Ministry of Public Security officially launched a special 50-day campaign on July 1 (ending on August 19) to focus on issuing level-2 electronic identity authentication for foreigners in Vietnam. According to reports, during the previous pilot phase, the system operated smoothly, and 333 applications have already been received.

Colonel Nguyen Bac Tuan, Deputy Director of the Immigration Department, said this move is an important step in promoting administrative reform and digital transformation in Vietnam, helping to create a more convenient, safe, and friendly environment for foreigners living, working, studying, and traveling in Vietnam.

Korean citizen Park HyungChe described the process as “fast and simple,” expressing gratitude for the enthusiasm and guidance from police officers. Chen Hsiao Wu from Taiwan, China, joked that after obtaining his electronic identity authentication, he felt a “sense of almost becoming Vietnamese,” and that future procedures would be more convenient.

With the promotion of electronic identity authentication, Vietnam will further realize the digitalization and facilitation of public services, in line with the government’s and Ministry of Public Security’s overall goal of accelerating digital transformation and building a digital society.
