If LRT Train Derailment Involves Violations, APAD: Will Act According to the Law

(Kuala Lumpur, 29th) The Land Public Transport Agency (APAD) takes the light rail transit (LRT) train derailment accident that occurred yesterday morning near the Chan Sow Lin station very seriously, and has immediately launched a comprehensive investigation.

APAD stated in a press release today that, following the incident, the agency promptly carried out on-site inspections to assess the preliminary situation of the accident and to ensure that the operating unit immediately took responsive measures.

The first round of site inspections was led by the APAD director, together with representatives from the railway enforcement team and railway planning unit; the second round of inspections commenced at 3 pm yesterday afternoon with the participation of representatives from the Ministry of Transport, to understand the initial progress of the investigation, the level of operational safety, and follow-up measures to be taken.

The statement said that, under the instructions of the Minister of Transport, APAD has immediately opened a file to investigate the accident, and will conduct a comprehensive investigation from multiple angles, including compliance with standard operating procedures, asset maintenance, safety systems, train operations, and more, in order to determine the true cause of the accident.

APAD emphasized that passenger safety, the reliability of railway systems, and the integrity of public transport services are matters that can never be compromised under any circumstances. The agency will ensure the investigation is carried out in an independent, transparent, professional, and comprehensive manner, and will take appropriate actions according to existing laws.

APAD has also instructed the relevant operator to submit a complete accident report as soon as possible. Authorities will subsequently carry out further questioning and investigations to confirm whether any violations, negligence, or breaches of operating license regulations are involved.

If it is confirmed that the operator violated license conditions, the authorities may take enforcement action under Section 101 of the Land Public Transport Act 2010 (Act 715).

In addition, the scope of investigation also covers cases of negligence under Sections 202 and 128 of Act 715, including cases where any individual endangers the safety of railway operations due to dereliction of duty or negligence while performing duties.

APAD stated it will continue to work closely with the Ministry of Transport and relevant agencies to ensure the safety standards of the public railway transport system and maintain public confidence.
