On the 25th, General Secretary of the Workers' Party of Korea Kim Jong Un stated during a work summary report at the 9th Congress of the Workers' Party that with regard to inter-Korean relations, North Korea regards South Korea as a 'thorough enemy and an eternal enemy'.
Kim Jong Un said that North Korea has no relations whatsoever with its 'most hostile entity' South Korea, and will forever exclude South Korea from the category of fellow countrymen. North Korea has defined inter-Korean relations as the relationship between the most hostile states, which is the North's unchanging principled stance.
He pointed out that in recent years and at the beginning of this year, South Korea's grave acts such as infringing on North Korean airspace and provocations clearly demonstrate that it is not a trustworthy neighbor. The North will not cling to 'long-proven unscientific and unrealistic' dialogue and cooperation with the South.
Kim Jong Un stated that as long as South Korea cannot escape the geopolitical condition of bordering North Korea, its only path to the security of its survival is not to come into contact with the North. If South Korea's actions are regarded as infringing on North Korea's security environment, the North 'can take any action'.
