China Imposes Export Controls on 7 EU Entities Over Arms Sales to Taiwan

Mainland China has announced that seven EU entities involved in arms sales to Taiwan or having 'colluded' with Taiwan have been added to its export control list, emphasizing that the measures only target dual-use items and do not affect normal economic and trade exchanges between China and the EU.

On the 24th, the Ministry of Commerce of Mainland China issued an online notice stating that, in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, and in accordance with the relevant provisions of the 'Export Control Law' and the 'Regulations on the Export Control of Dual-Use Goods,' it has decided to include seven EU entities in the export control list. Export operators are prohibited from exporting dual-use items to these seven entities, and foreign organizations and individuals are prohibited from transferring or providing dual-use items originating in Mainland China to these seven entities.

The Ministry of Commerce pointed out that ongoing related activities should be stopped immediately. In special circumstances where export is indeed necessary, exporters should submit an application to the Ministry of Commerce.

The seven EU entities are: FN Herstal of Belgium, Omnipol of the Czech Republic, Hensoldt of Germany, Excalibur Army of the Czech Republic, SpaceKnow Czech branch, VZLU AEROSPACE a.s. (Czech Aerospace Research and Test Institute), and FN Browning Group of Belgium. Most of them operate in the fields of military industry, defense electronics, aerospace, or satellite intelligence analysis.

The spokesperson for the Ministry of Commerce said that before the measures were announced, China had already notified the EU side of the relevant situation through bilateral export control dialogue mechanisms. It should be emphasized that China’s legal action of listing these entities only targets a small number of EU military-related entities, all of whom have participated in arms sales to Taiwan or colluded with Taiwan. The measures only target dual-use items and do not affect normal economic and trade relations between China and the EU. EU entities that comply with laws and regulations need not worry at all.
